Environmental Services Department Director / Senior Hydrogeologist

• Directed and managed a Brownfield assessment and site cleanup of the Stockton waterfront, transforming a previous industrial area into a public marina. My role included program management in developing the overall technical approach of the project, and directing all negotiations between project stakeholders and regulators, field activities, data compilation, interpretation, and presenting the findings to demonstrate successful completion of site cleanup activities. With a budget of over $1.75M in public funding, I maintained an on-time and on-budget track record throughout the life of the project.
• Directed and managed regulatory compliance monitoring programs for several agricultural and aggregate mining facilities in the Central Valley. These projects included coordinating groundwater and wastewater monitoring and reporting activities in accordance with Waste Discharge Requirements for water quality discharge requirements. While managing all field monitoring programs and verifying data adequacy over prolonged monitoring intervals, I developed recommendations to modify on-site wastewater monitoring guidelines and negotiated these modifications with state regulators to reduce monitoring frequency and sampling. My attention to details ultimately reduced overall operating costs for my clients.

• Project manager of a $500,000/year assessment and remediation program covering four bulk petroleum terminal facilities in Northern California. Investigative responsibilities included directing subsurface assessment activities, developing site conceptual models, and preparation of feasibility studies to evaluate remediation alternatives. Also responsible for managing the operation of on-going groundwater extraction and treatment systems while maintaining discharge permit compliance. All project activities were conducted under strict health and safety procedures to maintain low incident rate of OSHA reportables.

• Project manager of on-going subsurface assessment and remediation programs at numerous bulk petroleum storage terminals and petroleum pipeline operations in San Bernardino, Santa Fe Springs, Orange, Stockton, Fairfield, and Sacramento, California. Responsibilities included developing and implementing rapid-response field assessment programs, product recovery and spill response efforts, drilling and sampling, monitoring well installations, aquifer pump tests, coordination with regulatory agency oversight, and assuring that all field activities were performed in accordance with facility safety requirements. As project manager, I was also responsible for developing work plans and budgets, assuring field and analytical data quality, and controlling project expenses to keep all activities on time and on budget.
• Project manager of a multi-year assessment and site remediation program for a former dry cleaning facility in Roseville, California. Successfully guided the assessment process to focus on source identification and confirmation, while minimizing unessential efforts and costs not required by regulatory oversight. Developed a remedial pilot-testing program consisting of site-wide ozone injection and vapor extraction to reduce tetrachloroethene in soil-vapor and groundwater. Representing the project stakeholders, it was my responsibility to negotiate a fair and reasonable technical approach with regulators while also addressing insurance funding and legal concerns. Similar project management experience with a number of other dry cleaner assessment and remediation programs throughout California.
• Project manager of a multi-year soil and groundwater remediation at an active pharmaceutical facility in Los Angeles, California. Effectively guided the project through the facility and subsurface assessment process and in evaluating the feasibility of applicable remediation options to obtain regulatory closure with local and state regulators. As client liaison to various regulators, I proposed a site-specific soil and groundwater cleanup approach, while managing on-site remediation and facility upgrade process to minimize the disruption of facility business operations.
• Project manager of a multi-year assessment and groundwater remediation projects over leaking underground fuel storage tank systems at eight trucking facilities in Southern California. I coordinated the design, installation, and operation of an automated vapor-enhanced product recovery system, which later received regulatory closure. My responsibilities also included obtaining cost reimbursement under the California UST Cleanup Fund while developing site-specific approaches to remediation under regulatory oversight and approval. Several thousand dollars were recovered through tank fund reimbursement under my direction.
• Project manager for subsurface assessment and Feasibility Study evaluation for the removal of heating oil distribution system and dormitory building demolition project at California National Guard Camp San Luis, California. My approach combined previous subsurface assessment data with the results of underground utility line survey mapping to identify suspected source areas of heating oil releases. Targeted soil and grab groundwater sampling was then conducted to delineate the vertical and lateral extent of subsurface petroleum hydrocarbon impacts in excess of regulatory limits for remediation and human health risk. This approach along with the excavation with confirmatory sampling reduced the overall extent of excavation and material disposed off-site, reducing associated costs.
• Project manager for assessment of safety risks associated with the excavation of underground utilities within the Sierra Army Depot, Herlong Junction, California. Activities included a review of previous assessment, remediation, and records of decision concerning known areas of chemical impacts to the subsurface, as well as a reconnaissance level review of site conditions along utility corridors. The review was conducted to guide the local utility district in developing appropriate worker safety procedures to be implemented during pole replacement and/or trenching activities.

• operations. Project included preparing Spill Prevention Control and Countermeasure (SPCC) Plans, updating stormwater monitoring practices, and providing recommendations to modify Hazardous Materials Business Plans.
