Responsibilities: Project lead and configuration manager for the maintenance and enhancement of CMS' Medicare Enrollment and Premium Billing Systems MEPBS , which includes the Enrollment Data Base EDB . This team consists of 12 system engineers, 4 business analysts, a senior DBA and a senior AIF administrator. This large, mainframe-based project covers the full spectrum of CMS's Xpedited Life Cycle XLC .
- Recently, led this team to the successful implementation of 200 COBOL, AIF and DB2 modules in support of the Affordable Care Act This effort provides CMS with the ability to exchange beneficiary information with SSA and OPM, determine Part D IRMAA qualified beneficiaries, and perform accounting and billing when Part D premiums exceed a beneficiary's SSA benefits. This congressionally-mandated project met a strict deadline.
- Developed and maintain the contracts Configuration Management procedure and plan. Responsible for daily software configuration management duties lead the MEPBS CCB meetings.
- Previously, led a team of 10 analysts in the development of mainframe and web-based software that allowed CMS to transition from the use of ACH paper lockboxes for the collection of receipts to software that interfaces with the Dept. of Treasury's Pay.gov electronic collection service. Led the development of all lifecycle deliverables and presentations in response to CMS' Technical Review Board's requirements with a successful implementation, on time and under budget. This transition supports a strategic goal for FMS to convert to an all-electric Treasury.

Position: Development Team Task Leader and Senior Software Engineer
- On a contract with HUD, lead a team that was responsible for the development and maintenance of new software for the Single Family Premium Collection System SFPCS . Supervised and assisted the development and implementation of a number of enhancements to SFPCS as well as fixes in support of the SFPCS Maintenance team. Responsible for the project's configuration management software Endevor and PVCS and procedures, assisted with the development of contract proposals and several project related documents.
- Contributed to the development and implementation of software that interfaces with the Department of Treasury's FMS Pay.gov electronic collection service. This enhancement allowed HUD to transition from the use of Automated Clearing House ACH paper lockboxes for the collection of federal government receipts, and it supported a key strategic goal for FMS to convert to an all-electronic Treasury. The new software saved HUD over 4 million dollars annually in banking receipts.
