Confidential is a Project Management Professional PMP certified Project Manager with thirty 30 years of experience fifteen 15 as Project Manager , overseeing the implementation and sustainment of projects involving custom applications, products and services for U.S. State and Federal clients, private industry, and seven foreign Governments. Industry experience always includes a software development or maintenance effort with the business involving the provision of nation-wide secure credentials Identification and Benefits Card production , Identity and Access Management IAM , enterprise-wide Dental software for the Confidential enterprise-wide software for the insurance industry, telecommunications, CAD/CAM and I.T. Project Management services for the Ministry of Finance of seven countries in their Taxation Departments. Project Manager

AsProject Manager for Confidential is responsible for managing the successful implementation of projects through communication and coordination with Government clients, developing the project plan and overseeing its timely and cost effective implementation. Confidential has managed two large project startups and one medium in the last three years, and his success comes from continuous communication, utilizing 3M Project Management Office PMO templates and guidelines, developing documentation, utilizing waterfall and Agile methodologies, and financial and resource management best practices. Projects to-date include:


The CBIC provides cash and Supplemental Nutrition Assistance Program SNAP benefits to authorized and enrolled residents. The project involves providing mailed card services across the state, plus establishing and staffing Over The Counter OTC client services in Brooklyn and Manhattan. As Project Manager Mr. Chesteen oversaw the design and production of the supporting web-based computer system, the training of operators of the system, extensive documentation, management of subcontractors, and ushering the project from proposal development to contract award and through to implementation and operational stability where approximately 200,000 cards per month are currently shipped.


Confidential is currently working with the Confidential Human Resource Administration HRA and the Mayors' office to design, develop, and implement a new identification card for city residents. Project Management duties include coordinating the effort between 3M subcontractors, HRA subcontractors, overseas component manufacturers and a 3M card manufacturing plant, and management of the development of interfaces to two vendor computer systems. Card production is scheduled to begin in January of 2015 at an estimated rate of 10,000 cards per month.


Confidential managed the development of a supporting card management computer systemand worked with 3M manufacturing to provide subject matter expertise in

card production, providing the leadership to work through a variety of challenging obstacles to establish card personalization capabilities in two 3M facilities.Confidential managed the relationship with the client and provided Project Management leadership for engineering support and the manufacturing sites. The project currently produces approximately 200,000 cards per week.


Project involved the enhancement and sustainment of the enterprise-wide dental software system for the Confidentialguard, with both an on-ship and on-shore web-based presence that synchronizes with a central database hosted in highly secure SPAWAR Department of Defence data centers. Confidential provided Project Management support for system sustainment effortswhich includedworking with Naval Captains to resolve system and data issues, following DoD system security certification requirementsand managing the help desk.


Project involved the provision of IAM services using Agile methodology. Confidential was the Project Manager and team lead for Deployment and Sustainment. Confidential provided oversight for the deployment of IAM activity releases, including development of deployment artifacts, coordination with VA technical staff, and coordinating Tier III and IV Help Desk support.
