Job Description:
Supports top management in IT strategy formulation, IT strategic plans execution, strategic process improvements, and communication of IT strategies to all stakeholders. Analyze business performance, industry trends, existing or new regulatory requirements and their impact on IT operations; make recommendations on alternative courses of action, including risk assessment, capital investment, and acquisitions needed to align IT strategy with agency strategic plan. Requires advanced knowledge of strategic planning concepts and frameworks, business issues and concepts, research methodology, general management and financial analysis. Additionally, requires good interaction skills with senior management, with ability to articulate and defend recommendations made. This role will also work as a Senior Business Analyst, to assist in developing business and system requirements for the new FREM system which will initially be used by the Michigan Department of Technology, Management and Budget (DTMB), the Department of Natural Resources (MDNR) and the Department of Transportation (MDOT). This individual will collaborate with clients, staff and DTMB professionals to understand and develop system requirements, perform analysis activities, make recommendations for process and business flows, and develop consensus on both business and system requirements. This resource will develop detailed design documents and help create test framework and monitor development through the entire Software Development Life Cycle to ensure that the produced software meets the business requirements. This resource will serve as the primary contact to champion the needs of the business client and ensure adherence to DTMB standards throughout the software development lifecycle. This resource also works with both the State and contractor resources by reviewing and evaluating deliverables to assure they meet requirements defined, as well as the development of complex application design documents.
Perform business architectural assessments, gather business and technical requirements for IT projects and develop new business process designs (for Information Technology systems) to meet business needs of developing and implementing interfaces between ORS and OFM and the new State ERP (SIGMA) system being implemented by CGI.
This resource will:

- Manage all phases of the requirements development process from gathering requirements from business users (JAD sessions), establish requirements clarification with business users and developers, work with project Management to assure complete testing and traceability through
- UAT and implementations is established and followed to assure the delivered product meets business needs,
- Facilitate workgroups, conduct interviews for information gathering,
- Develop business processes descriptions and flows, business models, and narratives, and provide detailed design documents, Use Cases and/or Stories.
