My client, a financial institution in Washington, DC, has a long-term opportunity for an IV&V Specialist.
Position Overview:
The IV&V Specialist position requires working knowledge of IV&V standards, processes, and procedures. The incumbent should have experience with life-cycle implementation of enterprise resource planning (ERP) systems, as well as experience with the implementation of ERP systems across the full software development life-cycle. The incumbent will also need Quality Assurance expertise, as it relates to CMMI Level 2 and 3, ISO 9001:2000, IEEE 12207 (Software Life Cycle Processes), and IEEE 1012 (Standard for Software IV&V).

Essential Job Functions:
• Work closely with project team to review project deliverables (BRD, Use Cases, Design Documents, Master Test Plans, Test Result, etc.)
• Conduct assessment on quality of artifacts and process adherence to the standard and regulations, using a risk based approach
• Represent IV&V and explain IV&V missions, purpose, and standard protocol for inquiries
• Create IV&V Result Report and document all findings for the project feedback
• Give project team IV&V feedback/walk-through with detailed findings and recommendations
• Guide project team to fill the gap of assessment result and resolve/mitigate open findings
• Record all project assessment related metrics and KPI for IV&V dashboard
• Provide coaching to the project members on Risk based assessment techniques
• Provide clarifications on IV&V assessment criteria and measurement
• Proactively seek improvement opportunities in ongoing IV&V process and procedure
• Suggest new ways of performing day to day work more efficiently
• Project artifact collection organization, and execute fact-finding interviews and meetings
• Review and analyze, from a technical and managerial perspective, an artifact collection against software development, agency lifecycle, and PMBOK using formal IV&V methods (e.g., IEEE 1012-2004).
• Perform requirements, interface, traceability, and design analyses
• Provide Component/Integration/System/Acceptance Testing & Testing Analysis
• Review project progress against schedule, with risk & problem identification and document completeness, correctness, clarity, and consistency evaluations
• Write status and finding reports that are substantiated by the data obtained
• Write recommendations for both identified deficiency correction and successful project completion based on findings and industry best practices
• Provide oral delivery of findings and recommendations to a senior-level customer audience
• Create estimation templates and estimation techniques for the effort
• Estimate the effort involved for a project
• Challenge the status quo and seeks continuous improvement of processes and systems of own work area
• Identify and address risks with the overall goal of delivering the departmental work program
• Identify development needs of self and the project members and recommends specific development actions

Educational Qualifications and Experience:
• Education: Bachelor’s degree in Mathematics, Computing, or Engineering
• Role Specific Experience: 5+ years of related experience
• Project management, business analysis, software quality assurance/testing, and/or development experience (based on the level)
• IT Audit experience

Certification Requirements:
• CISA certification (preferred)

Required Skills/Abilities:
• Advanced knowledge of Project Risk Management, PMBOK, BABOK, QA methodologies, and framework
• Advanced understanding and experience in all areas of SDLC
• Analytical mind and excellent documentation skills
• Excellent communication skills, and ability to listen to stakeholders to deeply understand underlying risks and issues, while tactfully delivering risk and issue information to projects
• Keen insight into an ethical and practical project delivery framework
• Ability to understand IT Governance framework and process from published information
• Proven record of business analysis experience with ability to write strong BRD
• Proven record of project management experience with ability to execute project

Desired Skills/Abilities (not required but a plus):
• Development of IV&V Plans & Processes
• Application of IEEE 1012-2004 Standard for Software Verification and Validation or IEEE 1012-2012 Standard for System & Software Verification and Validation
• QA/QC Inspections
• CMMI Level 2 or higher experience
• IV&V Automation Tools and Practices

. Prior experience of SailPoint/identity Access Management is a plus.
