Office of Chief Technology Officer (OCTO) is undertaking a project to convert the legacy Federal Police Pension and Payroll System (PAPS) to PeopleSoft HCM Payroll version 9.0.    OCTO is seeking a Project Manager / PeopleSoft HCM Functional HR and Benefits consultant to head the Project Team. The consultant will take direction and report to the Pension Project Manager.     The consultant will be responsible for delivering at minimum the following activities and deliverables on schedule and with the allocated project budget:


•             Meet with Pension Functional Lead and relevant Subject Matter Experts to review information regarding current business requirements and business processes (including legacy data, data conversion, testing, training, reporting and interface requirements)

•             Document Business Requirements (Deliverable)

•             Develop Requirements Traceability Matrix Tool(Deliverable)

•             Assess relative fit of business requirements and processes against OCTO PeopleSoft HCM configured solution and determine gaps that require resolution (Deliverable)

•             Determine viable alternatives for resolving gap (redesign business process, manual work abounds) (Deliverable)

•             Document best alternative (include cost/benefit trade off, issues, risks, process improvement, change control process) (Deliverable)

•             Identify/Confirm Process Re-designs, Data Conversion, Interface. Reporting, Security Requirements (Deliverable)

•             Document solution design and processes to meet business requirements for prototyping and testing (Deliverable)

•             Develop Prototype and unit test (Deliverable)

•             Develop testing requirements, test scenarios/scripts, logs and results (Deliverable)

•             Develop training requirements (Deliverable)

•             Conduct Walkthrough(s)/Conference Room Pilots with Pension Functional Lead and relevant Subject Matter Experts; document/resolve issues

•             Deliver Business and Functional Requirements for Data Conversion Interfaces, Reporting, Security, Configuration,(Deliverable)

•             Finalize process designs prior to Development Phase (Deliverable)

•             Obtain approval on business process redesigns from Pension Functional Lead and relevant Subject Matter Experts

•             Obtain approval on key designs, modifications and conversion from OCTO PeopleSoft HCM Solution Integrator and relevant Subject Matter Experts
