The Senior Program Manager is responsible for managing, coordinating, and establishing priorities for the complete life-cycle of projects including the planning, design, programming, testing, and implementation of business solutions.

Business Summary:

The office of Administration (OA), Office for Information Technologies (OIT) has initiated a procurement to centralize the Commonwealth’s datacenter operations.  This procurement requires a coordinated effort between several agencies and departments within OIT and will continue for the remainder of 2013.

Human Resource Requirements:

The datacenter procurement requires an experienced project lead with more than 10 years of demonstrated experience with a 4 year college degree in computer science or a related field preferably with experience in public sector procurements as a customer, and holds certifications specific to the field of project management.  The Project Lead’s role and duties will include, but is not limited to:

1.         Reporting Structure

a)        Directly reports to the OIT CTO Program Office

b)        Dedicated to the procurement project

c)         Takes direction from Program Executive, Program Manager, and IT Procurement

2.         Project Planning and Scheduling

a)        Accountable for delivery of all work tasks identified in the project plan

b)        Determines project needs and acquires resources required for the success of the project

c)         Plans, organizes, prioritize, and manage multiple work efforts across project teams

d)        Creates and maintains project plans using Microsoft Project, which identify needs and define major tasks and milestones, based on scope, resources, budget, and personnel

e)        Directs work planning and scheduling

f)         Manages, and tracks the project progress against the project plan

g)         Monitors project milestones and phases to ensure the project is on schedule. Take corrective actions if a project begins to slip its schedule

h)        Adjusts and revises estimates and plans when necessary

i)         Notifies team leads of project timelines, milestones, phases, target dates, and approved work package

3.         Project Reporting

a)        Prepares status reports on a periodic basis for project team, team leads, group leads, and program manager and appropriate stakeholders

b)        Analyzes and distributes reports on project metrics associated with work items related to improvement measures

c)         Schedules and monitors status reviews and peer reviews with the appropriate designated resources

d)        Identifies and manages project risk and develops risk mitigation strategies, track to closure

e)        Captures and reports on required project management metrics

f)         Schedules and hosts regularly scheduled meeting as needed

4.         Ensure processes and activities are followed

a)        Accountable for the approval and sign-off of the project plan with customer representatives, such as portfolio managers, and all affected project stakeholders

b)        Manages project scope for the project and gains agreement and approvals of scope changes with customer representatives and affected stakeholders

c)         Ensures all changes to scope follow processes and are documented

d)        Ensures new changes are approved by the client and agreed upon

5.         Build and maintain relationships with key stakeholders and customer representatives

a)        Serves as the primary point of contact for all project-related issues and resolution of issues

b)        Communicates verbally and in writing to multiple project stakeholders internal and external to the organization
