Job Description:

Senior Project Manager Level 3: This position is to project manage the implementation of an RFID solution at the DC Department of Corrections Central Detention Facility. Please submit all candidates by 6:00PM on May 31, 2013.

 

Complete Description:

The Office of the Chief Technology Officer in partnership with the DC Department of Corrections requires a Project Manager to provide Project Management services to DOC for their RFID implementation. Primary responsibility is to manage complete implementation of DOC’s RFID project at the Central Detention Facility (CDF) aka the DC Jail. Incumbent will focus on meeting project commitments, deadlines and ensure successful delivery of project deliverables as per contract requirements. Incumbent will be responsible for all aspects of project management including scope management, risk management, budget management, vendor management and project documentation. Incumbent will report day to day to the Chief Engineer of the District of Columbia Department of Corrections. Incumbent will not have any supervisory responsibility. Incumbent shall lead and/or be involved with all aspects of RFID project implementation, including design, testing and training phases. Incumbent shall facilitate the definition of project mission, goals, tasks, scope and resource requirements; resolve or assist in the resolution of conflicts within and between projects or functional areas; develop methods to monitor project or area progress; and provide corrective action plan if necessary. Incumbent will be responsible for coordinating with all internal and external stakeholders on various phases of project including design, planning, construction, inspection, acceptance, testing and training. Incumbent will obtain buy-ins from project stakeholders and recommend/manage resource allocation. Interact regularly with existing and potential stakeholders to determine their needs and to develop plans for improving delivery. Advocate on behalf of stakeholders and represent stakeholders’ needs as appropriate to senior management. Work cross-functionally to solve problems and implement changes. Follow a defined, agreed upon project management methodology. Present oral and written reports defining plans, problems, and resolutions to appropriate levels of management. Prepare, review, and modify project management related documents such as work-breakdown structure (WBS), quality assurance/control plan (QAP/QCP), risk management plan, communication management plan, systems integration plan and business/technical specifications. Pro-actively engages present and future stakeholders in design, priority setting, and implementation. Builds coalitions among the various stakeholders; negotiates authority to move the project forward. Creates a sense of belonging and ownership among team members; assembles a team with the right mix of skills; coaches and motivates team members; delegates responsibility; promotes mutual support and interaction. Consults and provides advice, facilitates discussion and resolves conflict; establishes trust; builds and uses cross functional relationships to accomplish work objectives. Understands how and when to make a choice; how and when to escalate issues to higher levels. Analyzes the risks and future impact of decisions. Makes decisions and takes timely independent action in pursuit of priorities.
