Short Description:

This position will provide oversight for establishing various components of SHARE, the proposed state-wide health information exchange, including technical vendor relations.

 

Complete Description:

The Systems Specialist is responsible for overseeing the vendor development of computer systems, application software and related projects for State Health Alliance for Records Exchange (SHARE). This position is governed by state and federal laws and agency/institution policy.

 

RESPONSIBILITIES

-Will lead the technical requirements deployment of for SHARE and the implementation at Client Sites

-Will suggest areas for improvement in internal processes along with possible solutions

-Reviews the status reports of team members and addresses issues as appropriate

-Manages vendor interaction and expectations regarding development efforts and communicates effectively with vendors to identify needs and evaluate alternative technical solutions

-Creates and executes the deployment plans and revises as appropriate to meet changing needs and requirements

-Keeps project manager well informed of status of development effort and serves as liaison between development staff and project manager.

-Communicates and enforces coding standards as needed

-Manages technical resources within budget and project schedule.

-Provides direction for the development, design, and systems integration for client engagement from definition phase through implementation.

 

TYPICAL FUNCTIONS

Assesses or leads project team in assessment of End User requests and needs/ feasibility studies, and cost analysis for the development, maintenance, and implementation of SHARE. Meets with users and/or administrators to develop goals and objectives and recommends project priorities. Monitors target objectives, schedules, and committed costs to ensure project compliance. Provides guidance and technical assistance to project staff, such as system analysts and application programmers. Compiles periodic status reports of progress and problems with recommendation of solutions. Performs other duties as assigned.
