Duration: 6 Months
of Health Care Finance and Policy seeks an experienced business analyst to
assist in the development and support of the DHCFP- APCD Web Portal and
associated applications as well as participate in other DHCFP information
Facilitates cross-functional team meetings to develop and
implement business solutions and optimize operations, conducts impact
analysis of upgrades and changes for department/functional areas, and
evaluates systems and business processes for feasibility.
·Analyzes information needs and functional requirements,
evaluates information gathered, reconciles conflicts, decomposes high-level
information into details, abstracts up from low-level information to a general
understanding, and distinguishes user requests from underlying true needs.
Develops requirements specifications according to standard
templates, using natural language and standard UML methodologies.
Conduct integration testing of software to facilitate change
management and quality assurance. This includes the development and
implementation of standard test scenarios based on defined use cases.
Assist with application training to ensure the end users of
the business applications fully understand all features and functionality.
Train peers in subject matter and technical expertise areas.
Analyzes and assigns Change and defect management issues
related to new development requests and production support.
Qualifications:·Bachelor's degree (or
equivalent work experience &/or specialized training) in Information
Technology (IT), or related discipline.·Extensive experience in the following is required: Gathering and documenting system requirements for
information technology projects
Developing, maintaining and delivering end user training
Coordinating and deploying technical products to end users
Conducting quality testing of software
Developing and implementing cross organizational business
Creating test plans and test scripts
Experience with SQL and relational database query – MS SQL
·Ability to communicate effectively, verbally and in
writing, to interact effectively with internal and external audience and peers
·Ability to communicate technical information (written and
oral) to non-technical audience, to use relationship development skills and
facilitation skills with both technical and non-technical personnel
·Experience with UML tools for creation of use cases and
·Experience with Web application development, portals and
·Experience with data warehouse/ Health & Human
Services business domains
