The City Purchasing office is seeking a Sr. BA to assist with the Microsoft Dynamics Implementation project currently underway. 

Interviews are IN PERSON ONLY and will be held on July 13th  and July 14th. 

The City of Columbus Purchasing Office is seeking a Sr. BA to assist with the Microsoft Dynamics Implementation project currently underway.     The successful consultant will have  some understanding of public procurement processes and how to get transactions through a system.   The Sr. BA will have in depth knowledge and experience in Business Processing and have experience developing workflows , defining and drafting policies, training materials , instructions etc.   The testing for the  business processes is in  Dynamics AX.  

There are two experienced  staff members in addition to the Procurement Manager  himself,   working on the implementation of the Procurement modules of the ERP project.  The implementation includes a fully integrated purchasing module for the City’s processing of purchasing related transaction and a vendor service portal for City vendor to interact with the City on solicitations for sealed bids and all other vendor activities with the City.   

There are significant differences in private procurement versus public procurement, so someone who has some knowledge of public procurement is a plus.  We can teach our particular processes but a person who starts from scratch in the public sphere would not be preferred.

We will write scenarios and run through and document how that will work in Dynamics. We will especially document any pain points or errors and explain those clearly to the implementation team.

Here’s an example:
We have a City department that wants to buy a truck.  They need to put a purchase request into Dynamics; the purchase request is approved through workflow; a solicitation for bids is created and an RFQ sent out.  Vendors come in through our vendor portal and respond to the solicitation with the bids.  The City analyzes the bids, selects a vendor and posts a Purchase Order.  There are various other scenarios of a similar type, focusing on purchase requisitions, various bidding scenarios, scenarios regarding developing purchase orders from external and internal catalogs, as well as vendor registration.  

This whole process goes through a workflow that we are in process of developing AND will require proper security roles to be assigned to the person conducting each step of the process.  

There may also be an opportunity for this person to assist the Purchasing Office as it drafts policies, training materials, instructions, etc.

Experience in Dynamics AX would be a big plus, but not a necessity.  

The Business Analyst is responsible for the set of tasks and techniques used to work as a liaison among stakeholders in order to understand the structure, policies, and operations of an organization, and to recommend solutions that enable the organization to achieve its goals.

Preferred Education: 4 year college degree or equivalent and IIBA-certified Business Analyst
Certifications: Certified Business Analysis Professional (CBAP) , IIBA certified Business Analyst 
Role Description: All roles specified in BA1 plus additional work experience, job knowledge, and IIBA certification plus the following:
•Proven experience with a technical specialty across large and complex implementations and systems.
