Short Description:  The Iowa Department of Public Health needs a Business Analyst to create a process for documenting data dictionaries for all of the department’s data sets in a comprehensive and consistent manner, including updates and change control. 

Complete Description:  The successful BA must have demonstrated experience defining data and creating data dictionaries.

A contracted resource will develop a template and create a process for documenting data dictionaries for all of the department’s data sets in a comprehensive and consistent manner, including updates and change control. This contractor will then document all data dictionaries within the department and catalog them in a register that is accessible to all IDPH staff.  The IDPH Data Management Program will then take responsibility of the register and implement the plan for change control and updating to ensure annual revision of the data dictionary register

The contractor will work on the following tasks:
a. Develop a data dictionary template that captures variables and salient metadata and can be used for all data sets within the department.
b. Determine a process for capturing up-to-date and accurate data dictionaries for all datasets within the department. This process will include change control and updating strategy as well.
c. Propose technology options to create a register for data dictionaries that is easily accessible to all IDPH staff.
d. Assist in entering data dictionaries into the registry and implement appropriate workflows. 
e. Work with the data management program, information management and other staff to document accurate and up-to-date data dictionaries for all datasets within the department.
