Job Description:
Seeking a Senior Business Analyst to assist with a series of innovative strategic business initiatives for the Michigan Department of Education (MDE), Division of Accountability Services (DAS). The initiatives include the development of new assessments and process improvements to existing assessments. These assessments include Early Literacy, State Summative, Michigan Merit, Students with Disabilities, and English Learners. This development will also include a comprehensive Educational Assessment Reporting and Accountability Program to provide timely measurement and reporting of educational assessment results. The person in this role will work with both internal and external IT developers and business professionals. The senior business analyst is responsible for a diverse and challenging set of assignments encompassing a full range of business analysis, program design, implementation planning, IT development support, and maintenance work related to the agency’s applications developed in house and/or by outside vendors. The successful candidate will be able to make significant contributions to the IT requirement collection, project plans, oversight of project schedule, and the creation/update of project documentation of above mentioned sophisticated web based information systems. They will join the project through the entire software development lifecycle across multiple years.

Skills Required:
- Knowledge of the Software Development Lifecycle and related methodologies (e.g. CMMI, Agile, or other industry standard). Proficiency with all MS Office applications - Proficiency with MS Project (10 years’ experience). Proficiency with MS Visio (10 years’ experience).
Ability to conduct training & information sessions, communicate at a level appropriate to the audience, make oral and written reports and presentations. 

Experience Required:

Minimum 10 years of experience in the design, development, testing and implementation of business processes and software solutions. 
Experience with business analysis methodologies.

Minimum 10 years of experience in the planning and forecasting of projects and documenting and gathering business, functional or technical requirements for software projects. Minimum 10 years of Project management skills and knowledge in project management and related methodologies (e.g. PMI, or other industry accepted standard).
Experience interfacing with technology leadership as well as the business client. 

Education Preferred: College diploma or university degree in software engineering, computer science, or business administration or equivalent work experience. 

References from previous project stakeholders to validate experience on project work will be required.
