This request is for a CDC Case Notification CAI Project Manager 3 who will perform development work on exchange of data, a public health directory, and the availability and security of electronic information system(s) for CDRSS/ELR.

Complete Description:

This request is for a CDC Case Notification CAI Project Manager 3 who will manage staff and other contractor's work on exchange of data, a public health directory, and the availability and security of electronic information system(s) for Communicable Disease Reporting and Surveillance System (CDRSS)/Electronic Laboratory Reporting (ELR) from 3/28/2012 - 09/29/2012. He will be also working on creating message mapping guides, message specification guides and implementation guides. Standardization is useful for sharing data with CDC or another state with the same questions (data elements) and same answers (code sets). Standardized vocabulary makes analyzing data from multiple jurisdictions easier for CDC epidemiologists and data analysts, and the NEDSS  coding is consistent with standards used by health care  entities, whenever possible.

This is redirect money and we had consultant in past but due to lack of money that work was not completed. This redirect money allows us to complete the required CDC work effort.

 

The PM requested for this position needs to fulfill the following criteria –

•Project Management experience with multiple, complex web applications.

•Understand government business process and operations, including familiarity with HIPPA and NJAC regulations.

•Prior knowledge of health-related data concerns in order to oversee the  transition of business processes into technical requirements.

•Excellent communication and presentation skills to review, analyze, and evaluate business systems and user needs by facilitating brainstorming sessions with health professionals.

•Experience with electronic data interchange industry standard formats including Health Level Seven (HL7).

•Design and manage enterprise architecture to expand and incorporate electronic laboratory reporting (ELR) to include other program areas in the department such as the lead registry, cancer epidemiology, newborn screening, as per health industry standards.

•Design and manage the personnel responsible for the additional file formats for ELR from commercial and hospital laboratories to fulfill the revised NJAC 8:57 reporting regulations by creating custom XML and other health industry standard formats.

•Experience with architecting and implementing J2EE and enterprise GIS solutions.

•Experience with evaluating and recommending commercial interface engines and applications as often recommended by federal funding agencies.

•Provide technical information and documentation to include in presentations and discussions for national and international health conferences

•Ability to prioritize work commitments by establishing deadlines, assigning responsibilities, and monitoring progress of team members.

•Proficient in one or more project management tools. Project management certification a plus.

•Anticipate, identify, track and resolve issues and risks affecting own work and work of the project team. Develop contingency plans as necessary.

•Manage requirement gathering and change management process.

•Experience implementing UML using Rational solution.

•Execution of all responsibilities with little direct supervision.

•Manage two diverse enterprise applications and personnel.

•Proactive monitoring of accomplishments against project plans to ensure developers are on track and on budget.

•Ensure team leads adjust and revise estimates when necessary.

•Communicate effectively with customers and suppliers.

•Able to guide staff in creating an interoperable public health information network to permit effective and efficient electronic information sharing between partners during events or conditions of a public health importance.
