Short Description:  The Arkansas Army National Guard is seeking a Telecom Engineer to be responsible for the overall system infrastructure including engineering, implementation and integration, technical services and support.

Complete Description:  4 year college degree or equivalent technical study + required certifications.  Copies if certifications are required.
Local candidates preferred.
1. Manages switched telecommunications systems that provide primary voice network capabilities to the organization. Within the switched systems environment, incumbent is responsible for independently administering the individual switch operating system, to include all aspect of routing tables, trunks, and groups, to include call restrictions, and classes of services. Additionally, performs all software upgrades and troubleshooting of the operating system and switch hardware using appropriate software solutions or diagnostic equipment, to include administering the switch integrated fax services. 
2. Monitors the telecommunications hardware performance to include running traffic studies to measure traffic characteristics, quality of service, and how much equipment or service is actually used or needed for communications systems or segments of systems to assure that the software/hardware performance acceptability is optimized. Analyzes the results to establish the basis for adding, deleting, or reallocating circuits as needed, then provides results to the Network Engineer and Telecom Manager with recommendations.
3. Experience with Voice over Internet Protocol (VoIP) telephony services to include programming and updating VoIP configurations between the PBX and data network in accordance with established procedures.
4.Extensive technical experience with proprietary telecommunications switches such as Avaya/Lucent Technology's Definity family of PBX switches and Cisco Call Manager in order to administer the operating systems that permit the transfer of information through various medium which includes copper and fiber optic. Displays in depth understanding of the technical theory of electronic communications concepts, principles, practices, procedures, policies, standards, and operational requirements.
5. Technical knowledge of the operational and performance characteristics of communications equipment, automated control and switched systems networks management systems. Displays detailed technical knowledge of transmission media, and the relationship among component parts of telecommunications systems. Must be able to apply specialized communications methods and analytical techniques.
6. Resolve technical user issues escalated from the Help Desk and serves as the escalation point for all carrier vendor issues.
In accordance with AR 25-2 applicant must be certified IT-Level I as  outlined below:252.239–7001 Information Assurance Contractor Training and Certification.As prescribed in 239.7103(b), use the following clause:1830 Federal Register / Vol. 73, No. 7 / Thursday, January 10, 2008 / Rules and RegulationsInformation Assurance Contractor Training and Certification (JAN 2008)(a) The Contractor shall ensure that personnel accessing information systems have the proper and current information assurance certification to perform information assurance functions in accordance with DoD 8570.01–M, Information Assurance Workforce Improvement Program. The Contractor shall meet the applicable information assurance certification requirements, including—(1) DoD-approved information assurance workforce certifications appropriate for each category and level as listed in the current version of DoD 8570.01–M; and (2) Appropriate operating system certification for information assurance technical positions as required by DoD 8570.01–M.(b) Upon request by the Government, the Contractor shall provide documentation supporting the information assurance certification status of personnel performing information assurance functions. (c) Contractor personnel who do not have proper and current certifications shall be denied access to DoD information systems for the purpose of performing information assurance functions.(End of clause) 
IT–I requires the contractor to have a Certification in CompTIA Network+, CompTIA A+ or CompTIA Security Plus.  The Contractor must also have Certification in a Computing Environment for this position it would be Cisco or Avaya.  All contractors appointed to IA positions must be certified (baseline and computing environment (CE)) within 6 months of the date of hire or employment will be terminated.
Initiation of a National Agency Check with Local Agency and Credit Checks (NACLC) (for contractors), as appropriate or favorable review of SF85P and Supplemental Questionnaire.
