Short Description:  The Provider Management Senior Business Analyst provides business services, including requirements management, business engineering, system configuration, testing, deliverable review, and implementation support.

This person is the Functional Area Lead of Provider Management for the State, and serves as team lead for the Subject Matter Experts (SMEs) representing Provider Management. The responsibility includes solving organizational information problems by analyzing and owning the Core MMIS Provider Management requirements; participating in configuration and design of the new MMIS, assisting with business reengineering, and participating in testing, training, and implementation. 
AUTHORITYThe Provider Management Senior Business Analyst reports to the Lead MMIS Business Analyst. This person does not have supervisory responsibility; the position will require working through many others in the organization to accomplish the work at hand. This position may, however, provide direct support and coaching to State staff who are assigned to the MMIS Replacement project to perform business analysis activities. 
RESPONSIBILITIESProvider Senior Business Analyst Services Provided Across ALL SDLC Phases:•Determine operational objectives by studying business functions; gathering information; evaluating output requirements and formats•Conduct Requirements Validation sessions with the SMEs and Vendor•Participate in design of the new MMIS by analyzing requirements; constructing workflow charts and diagrams; studying system capabilities; writing specifications•Contribute to the Project’s overall understanding of AME business requirements for the MMIS•Improve the system by studying current practices; designing modifications•Maintain system protocols by writing and updating procedures•Provide references for users by writing and maintaining user documentation; providing help desk support; training users•Prepare technical reports by collecting, analyzing, and summarizing information and trends•Facilitate communication between technical team, Subject Matter Experts, program staff, and Business Analysts in the areas of policy and program rules. Act as a communication conduit between the Project Office and its respective business areas and Division.  •Provide analytical and technical assistance in gap analysis•Assist in development of training materials for SMEs, operations staff, system users, and external stakeholders•Plan, organize, facilitate, and document meetings, including preparation of agendas, detailed meeting notes, and action items •Facilitate participation and ensure completion of State responsibilities identified in the three AME System, Product, and Professional Services RFPs•Lead business process analysis and re-engineering for the Provider business functional area•Represent the PMO and Division regarding the MMIS project•Identify and resolve risks and issues that are impacting the progress and outcome of the project•Assist in leading the implementation and associated changes within her business area•Review and comment on deliverables as assigned, according to the schedule•Collaborate with other business areas to provide subject matter expertise and assistance as applicable•Monitor and track project schedule for activities within her business area to ensure she meets targeted dates and goals•Ensure that all project identified processes and methodologies are executed and followed as applicable to her business area•Monitor Provider business area for potential items or requests that need to follow the change control process•Research and prepare change requests as directed by the Lead MMIS Business Analyst •Maintain user confidence and protect operations by keeping information confidential
CONVERSION PHASE ACTIVITIES•Provide assistance to resolve issues and respond to questions on data conversion mappings based on business and system purpose:  -Work with data experts to identify source of legacy data and definition in data model  -Research business and system purpose  -Consult business, operations, policy, and technical staff for information  -Prepare options and recommendation to resolve issue or response to question  -Seek approval and validation from appropriate team members•Facilitate review of conversion mappings by State SMEs:  -Assist State with identification of participants in review sessions  -Schedule review meetings  -Prepare agenda and organize documents for conversion mapping review meetings  -Conduct review session  -Create template to capture and record review comments  -Compile all comments and seek final review  -Create management summary of comments and status  -Record action items for follow-up•Perform review and testing of converted data to assure accurate and appropriate conversion from legacy system to new MMIS modules:  -Schedule review meetings  -Prepare agenda and organize documents   -Assist State with identification of participants for conversion testing review meetings  -Conduct review session  -Compile all comments in approved template and seek final review  -Record action items for follow-up TESTING PHASE ACTIVITIES•Perform Senior Business Analyst responsibilities to support conducting Business Assessment-Functional Test (User Acceptance Testing, or UAT) Management:  -Validate Exit criteria from End-to-End testing has been successfully met  -Ensure Entrance criteria has been met for UAT  -Assist in development of User Acceptance Plan  -Guide the development of test scenarios and test scripts  -Facilitate sessions in which State SMEs and Decision Makers review usability expected testing and actual results  -Assist with training of team on executing testing  -Participate in functional testing (UAT)  -Document Product Findings and submit to Vendor  -Facilitate usability testing sessions including interaction with test subjects to elicit meaningful comments and resolving questions that arise during testing  -Document the results of usability testingIMPLEMENTATION PHASE ACTIVITIES•Participate in preparation of milestone readiness assessments and reports:  -Collect key performance indicator data or other information to assess readiness criteria  -Evaluate data and information and recommend readiness status  -Report readiness status for each readiness criteria in report•Monitor key performance indicators and service level agreements following go live and report status:  -Establish key performance indicator data and source of data for monitoring performance; establish acceptable performance variance  -Obtain actual performance results from MMIS on a scheduled basis  -Analyze and determine performance based on actual data  -Report performance in project status report•Assist with training of business operations office staff on use of system, business processes, and procedures;  -Identify staff that need training  -Identify type of training needed  -Assess training needs to determine method of training delivery (one-on- one, formal, CBT)  -Coordinate with the Organizational Change and Communications Manager to notify appropriate contractors to provide training  -Provide ad hoc training as needed•Identify and document operations and system defects:  -Establish and follow defect identification process  -Analyze potential defects to validate source, cause, and severity  -Follow process to address issues versus defects  -Document all valid defects in defect tracking tool•Perform analysis of business or system issues to identify actions to resolve issues or develop interim workarounds until defect is resolved.  -Validate and categorize issue according to type, volume, and severity  -Analyze issue to determine impact and resolution  -Report issue to appropriate Project team and process  -Identify work-around or contingency plan   -Implement work around or contingency plan  -Monitor resolution of issue•Participate in development and review of stakeholder communications to address system and operations issues and problems:  -Identify issues or problem that may need communication  -Determine method for communication  -Participate in drafting and review of communications  -Provide analysis and information to assist with drafting communications  -Identify target audience for communication  -Assist with implementing and distribution of communicationSTARTUP RESPONSIBILITIES•Assist Lead BA with startup activities per their direction•Study AR business requirements for assigned functional area•Connect with State staff who are SMEs and Decision Makers for Provider Management•Understand State’s MMIS and Eligibility systems and environment 
QUALIFICATIONS•Minimum 5 years AR Operations Medicaid Program experience•MMIS DDI Experience – 1 project•Demonstrated knowledge and experience with MITA•Minimum 3 yrs. Experience with Provider specific functional area including Provider Enrollment maintenance functions and Portal •Minimum 1yr experience working within a PMO•Must have 2yrs experience working within or contract directly to state government
