The technical project manager will be responsible for overseeing the implementation of the District’s Medicaid Electronic Health Record Provider Incentive initiative, and providing support for the Health Information Exchange Project.

 

Complete Description:

Overview of Contractor Role: The Contracted-Project Manager 3 HIT/HIE Architect ("the position") will be the lead staff on coordination of the State Medicaid Health Information Technology Plan (SMHP), working closely with the HIT Coordinator and contract vendors on implementation activities, and will also provide support for implementation of the District’s HIE project.  The position will be devoted approximately 75% of the time to SMHP activities and 25% of the time to HIE activities.

 

A. State Medicaid Health Information Technology Plan (SMHP)

The District of Columbia, along with several other states have been moving toward interoperable health care technology and health information exchange for the last several years. The health information technology (HIT) provisions of the American Recovery and Reinvestment Act of 2009 (Recovery Act) afford states and their Medicaid providers with a unique opportunity to leverage existing efforts to achieve the vision of interoperable information technology for health care. State Medicaid agencies will play a critically important role in fulfilling that vision through the development, implementation, and ongoing administration of an incentive program for eligible Medicaid professionals (as determined by Federal law and regulations) for the adoption, implementation, upgrade, and meaningful use of electronic health records (EHR).

 

The District has developed a draft of the State Medicaid HIT Plan (SMHP) and has submitted it to the Center's for Medicaid and Medicare Services (CMS) for review and comment. The DHCF will begin conversations with a range of stakeholders within and outside of District and Federal government to develop a common vision of how Medicaid's provider incentive program will operate in concert with the larger health system and statewide efforts. Based on these discussions, the DHCF will make any necessary adjustments to the SMHP as necessary. The SMHP includes clear targets and measurable outcomes, as explained below. DHCF will continue to seek Federal approval for the SMHP document and also the Implementation Advanced Planning Document (I-APD). The SMHP contains at least four components: a current landscape assessment, a vision of the District's HIT future, specific actions necessary to implement the incentive payments program, and a HIT road map. In addition, the plans will contain any other information the District may decide will be useful in communicating with CMS how it plans to administer the EHR incentive payments and achieve the Commonwealth's other HIT and related quality goals.

 

The implementation of EHRs is a significant challenge, bringing together clinical, operational, regulatory and technical aspects of health care delivery, but DHCF is committed to addressing this challenge. Adoption and meaningful use of EHRs as well as other HIT projects, such as e-prescribing, reflect the DHCF's longstanding goal of improving patient care and outcomes and program effectiveness.

 

DHCF will educate stakeholders about the role of HIT in improving the quality and coordination of health care services delivered to consumers and will actively encourage the adoption of HIT. DHCF will promote increased awareness of the benefits of HIT adoption for providers and consumers to promote participation in the Medicaid EHR Incentive Program and adoption and meaningful use of HIT to improve patient care and outcomes.

 

As the governing body for both the Medicaid EHR Incentive Program and the DC HIE, DHCF is positioned to use various partnerships from both initiatives to outreach and educate providers on the benefits of EHR adoption and the use and benefits of the secure exchange of health information so as to promote improved health outcomes. DHCF is also working with stakeholders such as ehealth DC, the District's Regional Extension Center (REC), the DC Primary Care Association (DCPCA), the DC Hospital Association (DCHA) and others to extend these outreach and education opportunities and to encourage adoption and meaningful use of

 

B. Health Information Exchange Project Oversight

This position will assist in the implementation and oversight of activities necessary to ensure the successful development and implementation of the Health Information Exchange Cooperative Agreement with the HHS/ONC which is funded through the American Recovery and Reinvestment Act (ARRA) and its related Health Information Technology for Economic and Clinical Health (HITECH) Act.

 

The Position will provide technical assistance and oversight of the development of a health information exchange network focused on improving quality of care. The overall goal of developing the DC HIE is to create the technology and business infrastructure that will enable all health care stakeholders in the District to achieve program efficiencies and improved care outcomes through secure exchange of patient health information.

 

DC HIE recognizes that in order to accomplish broad-based HIE in the District, the provider community — especially Primary Care Providers — need to be fully engaged in realizing this vision through meaningful use of certified EHR products. In addition to the EHR incentives offered through Medicaid and Medicare, DC HIE plans will encourage providers' rapid implementation and use of certified EHR products to support meeting CMS' meaningful use requirements. DC HIE will maintain a continuous information loop with the District's REC program that will be vital in identifying program and project requirements, priorities, timelines, and lessons learned over time.

 

The position will help to ensure that the DHCF will meet with program's objectives for the establishment and operation of DC HIE and that the program is aligned with District stakeholders to ensure support for and use of HIE services.
