FDA DARRTS / UAC / PTRACK
- I performed the software configuration management and the build and release engineering for three interrelated FDA software development projects. I developed and executed the processes and procedures to fulfill the requirements of the Configuration Management and Release Management functional roles. Responsible for all code activities including builds, baselines, branch/merge activities, deployment artifacts, and documentation for Dev/Test/PreProd/Prod/Training environments in the FDA Data Centers. Provided daily support to a large team of managers, DBAs, developers and testers in the use of Subversion svn version control, Bamboo Continuous Integration and JIRA for requirements and issue tracking. - I was contracted to fill an urgent need for a JIRA Engineer and establish the role of Software Configuration Management and Release Management within an established project. I quickly assumed the position of JIRA Engineer, transitioning the activities of the departing engineer to successfully complete an on-going migration from the legacy Serena Tracker issues management system to the FDA JIRA system. This was the first full project migration FDA wide, and with its success, I initiated the migration and merging of two additional projects with a total issue count in excess of 13,000 with multiple attachments. This is the largest migration between the applications within the FDA environment, and the merging of the data sets increases the complexity.
- I assumed the role of Software Configuration Manager and Build Release Engineer. Within this newly established position within the project I took on the responsibilities for full SDLC software control, build and release. This included active participation in the customer's established CM/RM processes and the implementation of configuration control and processes within the project office. I engineered an automated build process to the Bamboo application and established near-real time code/build level feedback from developer commits as well as nightly stable builds for deployment.
- JIRA Design, Implementation and Management

- I was contracted to evaluate the Configuration Management processes and procedures for 5 isolated product lines. Through the audit of the DSTHS ISO-9001 QSM and the established processes, I addressed the software development architecture and processes, CM Tools, CM process maturity, Resources and staffing, Risks and Opportunities for Improvement. These evaluations were presented to and acted upon by the DSTHS VP for Services and the senior QA staff. All product lines were evaluated based on Industry Standards and best practices, and were executed in preparations for an upcoming ISO-9001 audit.
- I engineered the transition from multiple work flow management systems that the 5 isolated product teams utilized to a centralized JIRA system, providing cross team support for tasking, defect tracking, metrics reporting, and provided a management dashboard providing an overall view of the status of the product lines.
- In addition, I developed and executed a Configuration Management infrastructure transition plan to migrate all CM and development tools to a centralized and managed infrastructure. This transition included tool upgrades, implemented a continuous integration system, introduction of new developer services, and repository synchronization and management.
- Configuration Management Process Specialist addressing the configuration management practices in support of five isolated and unique software development projects.
- Migrated and unified multiple work flow management systems JIRA, Lotus Notes, CQ and proprietary systems to a division wide JIRA implementation addressing task management, defect tracking, metrics reporting and management dashboards.
- Evaluated all aspects of CM within the SDLC, including source code control, build and deployment management, release management, library control, and configuration status reporting.
- Addressed Risks and Mitigation, and Opportunities for Improvement as identified from the execution of the established CM processes and procedures.

Software Configuration Analyst

- I started on this project before operations start-up, and was charged with the establishment of Configuration Management into an existing software development environment that had operated without controls or standards for the previous contract period. This contract period introduced the added tasking that Northrop Grumman was to act as the Systems Integrator for all software development teams working on the GCSS portal. I developed the initial Configuration Management and Data Management Plans, outlining the general scope and direction that I was going to implement. Utilizing the resources of ITIL, MILspec, NDIA, company resources and best practices, I defined and established a comprehensive set of Processes and Procedures covering all CM and DM needs within the Waterfall SDLC. Within the functional breakout of responsibilities, Release Management RM activities were performed within CM, and all these processes were included within my procedures. When the project transitioned to Agile Development, I readdressed and tailored the CM, RM and DM Plans, and all Processes and Procedures to ensure they reflected the needs of Agile support and continued to fulfill the requirements of CMMI and the company. I executed continuous process audits, identifying areas for improvement, and ensured that the CM, RM and DM processes added value, provided quality, were both effective and efficient, and repeatable. As the only full time person supporting the CM, RM and DM process areas, I provided full CM/DM support and services to the Northrop Grumman development team and the external development organizations, regardless of their geographic location or connectivity to our Integration Environment. In less than 4 years from project start-up, with no Plans, Process or Procedures established, I was able to bring my process areas up to, and successfully complete, a CMMI Level 5 SCAMPI.
- As part of the DM activities, I established a unified and centralized work flow tracking and management system, providing defect tracking, peer reviews, metric collection and management reporting capabilities. This system consolidated individual legacy systems based on ClearQuest, JIRA, Access, and BugZilla into a single point of reference for all development teams and project members.
- Configuration Management addressing source code control, build and deployment management, release management, library control, and configuration status reporting.
- CMMI SCAMPI team member representing CM, REQM, PMC, PPQA and MA. First reported project to achieve CMMI Level 5 as an Agile Development project.
- Software Configuration Management within an Agile development environment, supporting 7 concurrent baselines active in the SDLC.
- Implemented automated build and deployment systems, for expedited reporting and time from source code to test. Average baseline size of over 14 GB of compiled code, comprised of over 35 MLOC and COTS. Typical baseline consisted of over 110 Configuration Items.
- Defined, Established and Chaired project CCB and SCB. Generated and Managed ECP, Waivers and Deviations, and provided status reports to Project Management.
- Member of division EPG and QA CM Work Group, addressing process improvements, tailoring, changes, and reporting.
- Designed and Engineered a standard work flow management system, based on established process flows within JIRA, ClearQuest, and other legacy work flow applications.
- Designed and Developed tracking and monitoring systems for Action Items, Peer Reviews and Findings , Deliveries, and Deployments.
- Tailored CMMI and Company Policy and Procedures to Agile Development Methodologies.
- Implement process improvements based on Industry Best Practices and company policies and procedures.
