Interconnect agreements have been established with Sprint, BellSouth, and TDS for interconnection, unbundling, resale, and co-location services. This positioning enables the Company to function as a Competitive Local Exchange Carrier CLEC within the meaning of federal and state law. CLEC status enables the company to purchase dark fiber, local loop access and other network elements from service providers at discounted rates.
• Charged with day to day IT Department administration and strategic operations reporting directly to the City of Quincy, City Manager who in turn reports to the City of Quincy Board of City Commissioners.

• Work with administration to conceptualize, design and implement the IT strategy. Propose and administer an annual plan of IT objectives and priorities. Propose and manage the annual IT operating budget. Develop and manage IT projects and staff.
