Senior Systems Engineer with extensive experience on systems development and systems integration projects, in both the commercial and federal sectors. Ms. Confidential has worked on network, telecommunications, financial and DOD/intelligence community systems. She has analyzed and written capability and sub-capability statements for one of the portfolio initiatives supported by this project. Additional tasks have included an analysis of dependencies and risks between the customer service portfolio and the content portfolio, team efforts to create resource loaded schedules and subsequent analyses of the resulting critical path, and tasks providing support to the portfolio management office. In support of these activities she also produced work breakdown structures WBS and schedules for use in integrated master plans.

Sr. Systems Engineer

  • Confidential provided systems engineering services on a biometrics project, including updating the CONOPS and managing and writing user stories and epics. This prototype utilized agile development techniques and JIRA, and provided direct support to a government client.
  • Confidential provided systems engineering and project management services on a network contract. Her primary duties included providing project management for network field services projects, as well as analyzing and documenting current and proposed business processes. She also participated in ITIL working groups for a pending service request system implementation, attended the PM Framework class and received her PMP.   • Confidential as an Enterprise Architect for Defense Medical Logistics DML. Her duties encompassed working with joint application development JAD teams to produce DODAF artifacts, including OV-6's for various aspects of the DML organization, to include overseas operations. The resulting OV6's were to be used by the systems integration and development team who were beginning agile development of a new system to support all phases of logistics.
  • Confidential also performed a quality assurance review and assisted with updates to the Enterprise Pier Connectivity Architecture EPCA Capability Document CDD. The focus of this document was to define the required capabilities for the EPCA, which is an integral component of the Navy Warfighter's in-port network communications capability, connecting ships and submarines to each other, and ultimately to the Global Information Grid GIG , via the EPCA's shore-based infrastructure.
  • Confidential was also employed as an Enterprise Architect for the Census Bureau, focusing on producing the 2010 Decennial Enterprise Architecture. In support of this activity she reviewed and critiqued the existing, as-built 2010 Census Decennial Enterprise Architecture, as well as suggesting new primitives and evaluating candidate documents for the 2010 architecture. Ms. Confidential also participated in efforts to identify 2010 primitives and composites that would be good candidates for inclusion in the 2020 decennial architecture.
  • Confidential was employed as a systems engineer on a confidential federal contract. Her tasks included providing requirements and design support for re-engineering major systems, utilizing SCRUM, an agile development methodology. Additional tasks included leading the production of a security CONOPS for proposed system enhancements and leading the work on a systems security plan for an infrastructure re-build, well as supporting development and deployment activities such as business process re-engineering and subsequent training. Ms Confidential also managed a deployment for a small budget system which supported OMB required documents. These tasks occurred in an ITIL environment.   • Confidential worked as a Sr. Systems Engineer on an enterprise-wide geospatial intelligence and imagery contract in support of a government agency. As part of the Enterprise Engineering CDD Capability Development Document team she assisted with capability assessments and wrote the System of Systems section of the CDD for the 2008 2013 time frame. Ms. Confidential also collaborated with the enterprise architecture team to update and procure a current OV-1 for inclusion in the Family of Systems and System of System sections of the CDD.
  • She also worked on the production of the Geospatial Knowledge Base Initial Capabilities Document ICD. Both of these documents were compliant with JCIDS Joint Chiefs Information Dissemination System. Ms. Confidential also worked with risk management staff to identify risks associated with Geoscout Block 2 in support of a brief being presented to the Joint Chiefs staff. Ms. Confidential CDD analysis and engineering tasks also included a comparison of inter agency space radar and imagery performance capabilities.
  • Confidential also worked as a Sr. Systems Engineer on a government agency system integration project which was an SEI CMM level 3 contract and encompassed the modernization of imagery and related systems. Her primary areas of responsibility were systems engineering and requirements analysis tasks, including requirements traceability tasks related to IESS. Additional tasks included participating in the identification of analysis of alternatives for fulfilling RFC's Request for change to baselined requirements. In order to ensure that all affected systems' needs and proposed requirements for new systems were adequately considered the team engaged in TEM's technical exchange meetings and JAD joint application development sessions. These sessions and meetings allowed the team to gather all impacts and alternative requirements and designs before recommending a final proposed alternative.

  • Ms. Confidential was employed as a Sr. Systems Engineer on an SEI CMMI level 3 contract government agency systems development contract that was modernizing SIGINT technical infrastructure and information systems. Ms. Confidential responsibilities centered on systems engineering tasks, including leading the production of a framework services description document which included potential designs for messaging and event services. These services were being utilized by the subsystem prototype as a precursor to widespread utilization throughout the proposed system as the precursor to a SOA services oriented architecture. Ms. Confidential also worked on mitigation plans for all identified risks and coordinated with the risk management staff to ensure that these risks were accurately reflected in program level and executive reports. In a separate task Ms. Confidential analyzed functional requirements and subsystem physical architecture in order to re-engineer and retrofit a prototype subsystem into the existing architectural framework, C4ISR. Other tasks that related to this re-engineering included evaluating the physical data model for this prototype for inclusion in the overarching enterprise architecture.

She provided project, vendor and inter-agency coordination and worked to ensure adequate task funding from multiple inter-agency sources such as Defense Advanced Research Projects Agency DARPA . She also led ISO 9000 activities for re-certification of the project by the British Standards Institute.   • While providing consulting services as a business analyst for Concert, an international telecommunications company, Ms. Confidential produced requirements documents for a data warehousing system. These requirements were primarily derived from data statistics supplied by Cisco routers. These statistics were utilized to produce data statistics reports for network operations and network engineers and included Asynchronous Telecommunications Mode ATM and Frame Relay network data. The reports encompassed such diverse areas as trunk utilization, global nodal parameters, ATM cells or Frame Relay frames dropped per hour, busy hour trunk percent utilization, port availability, etc.

  • Ms. Confidential served as a senior systems integration specialist on the IRS Tax Modernization project. In this capacity she wrote requirements for the telephone infrastructure subsystem of the proposed Customer Service Call Routing system and utilized an MS Access based requirements traceability matrix to track and assess requirements. She also provided requirements analysis support for the billing and business components of a telecommunications systems integration effort for a government agency.

  • As a senior systems analyst for MCI Local Services, Ms. Confidential managed the interface between a development group supporting a trouble tracking system and interfacing systems. In support of another project she analyzed and documented the current business processes and associated data and requirements for re-engineering a legal case tracking system for the Department of Justice, Criminal Division.
