Project: New HEIGHTS (New Hamshire State Government health and welfare project)
Project Overview:
New HEIGHTS is a large-scale, client/server, interactive welfare system for the state of New Hampshire that automates: Client Registration (CR), Application Entry (AE), Standard Filing Unit (SFU), Eligibility Determination, Benefit Calculation (EDBC), Benefit Issuance, Benefit Recovery, Caseload Management, Security Maintenance, Client Notices, Employment & Training for the Temporary Assistance for Needy Families (TANF), State Adult Cash Programs, food Stamps, Child Care, Foster Care, Adoption Subsidy and Medical Assistance Programs. The system also interfaces with Child support, MMIS, Managed Care, Electronic Funds Transfer (EFT), Electronic Benefits Transfer (EBT), NADA and many federal data exchanges. The system also provides an automated facility for the administration of various public assistance programs and supports the information needs at the office and State level.
Department of Education : One of the particpating projects was to provide the list of children who are eligible for getting free meals at school under the National School Lunch Program. Any child getting the benefit of Food Stamp or any Family cash and is between the age of 2 and 21 will be eligible for this program. This list will be sent to the department of education via FTP to a secure online site.
Medicaid Management Information System (MMIS) : Send a file to MMIS every night includes client's Demographics (DM), Eligibility (EL), Case Head Information (CH), Third Party Liability (TP), Nursing Homes (NS), Pregnancy (PG), Legally Liable County (LC) Medicare Part A/B (PT) HCBC (EC) and Replacement Card Requests (RC) when the individual requesting is eligible for Medicaid or Medicare.
- MMIS is a one-way interface, informations are always sent to MMIS from New HEIGHTS and there are no information coming back from MMIS. New HEIGHTS sends information using two processes. They are as follows
- A) Daily Process: - In this process, informations that are modified/added on the day of run are processed and sent to MMIS with an exception for patient liability (PL), where all the informations available for an individual are sent, just like the re-trigger process. Also for third party liability insurance (TPL) we send all the information available if TPL record is sent due to eligibility record (EL) and only the current modified ones if we send TPL due to a trigger received.
- B) Re-Trigger Process: - In this process all the information available for a case is processed and sent to MMIS. This process can be initiated at case level only and this process take precedence over daily process. Replacement card (RC) record won't be processed in re-trigger. But if there exists a request for RC on the day of run then RC record will be processed.
- New Heights application is designed to generate a trigger whenever a user enters new information or changes the existing one. At the end of the day when we run our batch cycle MMIS process picks up these triggers and convert them in to appropriate record types, which is send over to MMIS.
