Project Manager for a 14 member development team for a high availability, high volume, Operational Data Store ODS and Data Warehouse at Department of Homeland Security, US Citizenship and Immigration Services USCIS . Successfully navigated 3 month transition from prior firm on an ODS/DW with multiple application sources and database types IDMS, Oracle, and Pervasive that utilized multiple ETL and/or Replication mechanisms PL/SQL, Oracle Materialized Views, Oracle Streams, and Informatica . Ensured risks and issues were mitigated by creating much needed documentation and Operations Maintenance O M Standard Operating Procedures for each component. Managed team as they took on concurrent efforts to perform O M activities, support migration of ODS/DW components to a new data center, upgrade Informatica PowerCenter and PowerExchange for IDMS data sources from 8.6.1 to 9.5.1, and develop new datamart components. Worked with team to evaluate technical shortcomings in the existing environment and make recommendations to improve performance that balanced often competing criteria for getting data into the ODS/DW and getting data from the ODS/DW. Participated in Agile Scrum planning sessions as client transitioned from waterfall delivery methods and began educating team members on the nuances of DW/BI development via Agile Scrum. Developed high level estimates for ODS and DW efforts for the remainder of the 2013 fiscal year and resource plans for 4 concurrent Scrum teams assembled to complete those efforts.


DW/BI CONSULTANT temporary assignment

Supported Pacific Fleet to review and document functionality of the Obligation Validation Review OVR module developed for another organization and recommend how application can be utilized to fit Pacific Fleet needs. Additionally, met with team to discuss general BI/DW best practices and methods applicable to their specific environment with Oracle and Cognos Business Intelligence.



Architected solutions for and managed implementation teams of 2-4 to deliver Balanced Score Card and Business Intelligence applications for Commander, Naval Installation Command's CNIC Headquarters using Microsoft SQL Server and Cognos Business Intelligence Framework, Query Studio, Report Studio, and Analysis Studio via Lean Agile delivery methodology. Implememtation tasks conducted included SQL Server Database administration, Database design and implementation, developing complex ETL modules using T-SQL, design and implementation of Cognos Framework components, design of Cognos reporting and .Net components, and testing at all stages of development including troubleshooting issues with Cognos reports. Helped architect and implement internal tool written in SQL Server, and .NET to manage Lean Agile and Agile Scrum requirements backlog and 'grooming' process, stakeholders roles and responsibilities for requirements, Service Level Agreements SLAs , Testing, etc. and manage SDLC development, testing, and deployment efforts during an Agile Sprint or Lean delivery cycle. Implemented the Senior Leadership Customer Survey SLCS Business Intelligence module, which was deployed to CNIC's iShore environment, using Microsoft SQL Server, IBM Cognos Business Intelligence, and IBM InfoSphere DataStage. In addition to similar implementation roles described during the Balanced Scorecard/ BI applications, designed, implemented and tested IBM DataStage ETL components, analyzed XML data feeds and architected solution to store XML data as attribute-value pairs to accomodate current surveys that were subject to change without affecting existing code as well as set a flexible foundation to process future survey data.



As BI/DW team lead for Fleet Forces Command FFC , worked with clients to analyze existing processes to identify areas for automated improvement, document project scope and requirements, and architect technical software solutions. Management activities included managing concurrent and single-threaded efforts, developing and maintaining project plans, reporting project status, conducting client presentations during project life-cycle, and managing project development to ensure delivery on time and within budget. Designed and implemented database structures, complex Extraction, Transportation, and Load ETL modules and end-user reporting interfaces. Utilized knowledge of DOD financing to design a solution to automate and streamline Obligation Validation Review OVR business processes in a manner that met DOD financial regulations. The OVR solution utilized both DW and OLTP data and laid the foundation to support previously expressed business requirements, in addition to OVR, without impacting cost and delivery. Initiative taken to implement a flexible design led to three additional projects in following fiscal years. Development tools included Oracle Database 10g, 11g, , Discoverer, Oracle Warehouse Builder OWB , and Jdeveloper J2EE . Provided full Software Development Life Cycle SDLC support through testing, delivery and post-production support, including training, performance monitoring, application tuning, and problem resolution.


BI/DW Proposal Technical Architect:

Attended sales team meetings with potential clients to discuss high level business processes, management reporting needs, and immediate business drivers in preparation for software and consulting engagement proposals that included BI/DW technology. Developed and documented high-level BI/DW application designs, project plans, key team member skill requirements, and 'man day' estimates for client proposals. Also contributed to and participated in Proposal Presentations to clients as an Oracle software and BI/DW expert.
