At the commencement of the work, it immediately became apparent that the IT Managers were correct, and a complete Business Analysts was needed to properly define the tasks and data structures to meet the real needs of the new Demand Response Servicing group. This required interviewing the group members for their input on their tasks and the rules governing their work, development and approval of multiple new Use Cases, as well as determining proper data structures for handing both their required data elements as well as the changing relationships between them over the lifetime of their business process.

The Demand Response Group works with programs from multiple electrical industry regional grid management authorities, and subscribes their customers to those various programs as defined by the regional grid management authorities - with varying requirements and data elements particular to each authority and their specific Demand Response Energy Management program. These particular program requirements are also subject to changes over time. Therefore, in order to facilitate the necessary flexibility, a totally new template-based approach to manage the information and data flow over time for the various and changing Demand Response programs was devised.
- Development, Testing and Implementation. The actual software development effort was undertaken in parallel with the above analysis, design, and specification-making efforts due to the budgetary and time constraints placed on the entire project effort. The entire project was thus handled in a more agile manner as opposed to more typical predictive or waterfall methods that HESS's IT projects typically follow. As the clock and budget for the project reached its end, all the core operating components of the new system were fully developed, tested, and working. However, approximately 10 -15 of the overall system's additional features, primarily those needed to interface with vendors other systems and to build additional reporting functions, caused the final implementation to be delayed into the next year. Final development and implementation efforts were taken offshore for completion due almost entirely to budgetary concerns.
