PROFESSIONAL EXPERIENCE:

Confidential

Data Analyst

Responsibilities:

  • Created code to populate null values for the cell radius, and updated incorrect values that caused ‘over limit’ cell radius values to abort the calculations and fail. After thoroughly testing, deployed the DQ fix nationwide.
  • Created well-structured code to extract data from multiple network turf vendors and merged the data into a uniform data set, using ETL scripts. Customized outputs for each unique downstream node.
  • Met the challenge of two upstream vendors who changed their code without notification that resulted in unpopulated fields in production. Worked both sides, first with the system owners to get an ETA on the fix, as well as with Confidential & Confidential labs to create suitable default values to allow E911 to function until the permanent fix was in place.
  • Documented the data sources, and the merge and conversion logic used and gained approval from the downstream systems owners. Integrated the delivery of the files with data quality checking to ensure that quality data was populating the downstream systems.
  • Deployed a solution that used a large portion of my code. Other departments in Confidential & Confidential struggling with a lack of documentation and the time crunch, utilized my code and documentation to speed resolution and prevent FCC fines.
  • Designed an interim solution to quickly resolve a cell sector radius problem related to E911 locates and Wireless emergency alerts - a critical situation that was visible to FEMA. This project bought time to permanently enhance the systems to handle cell radius. Drove discussions with legal department and regulatory public affairs office to restore funding. Gained funding approval and deployed the project on-time.
  • Researched and identified a two-part solution and then initiated the project that included:
  • Adding a cell radius field into one of our enterprise systems to uncouple the dependency with the morphology data and allow engineers to manually adjust the radius in problem areas.
  • Using cellular tower handover data to determine the average handover radius for each sector and then padding it slightly to ensure that ECID locates would function properly
  • Selected by senior management to turn around a failed project where downstream customers refused to accept a new application (ECLIPSE) into production because of data quality issues and a lack of documentation.
  • Identified the root cause of the data quality issue and wrote the code to correct the problem. Negotiated with the upstream system and IT for a quick deployment and push to production. Created the documentation on the application’s functions.
  • Launched and gained operational acceptance for ECLIPS (Enhanced Cellular Location Information Provisioning System) that enhanced our wireless coverage for data and voice.
  • Acted as a technical architect in selecting features and enhancements. Used comprehensive cost/benefit analysis to provide cost estimates and to defend expenses during the budget review process. Wrote and prioritized all requirements, features, and data quality fixes.

Network Administrator

Confidential

Responsibilities:

  • Authored ETL code adopted by Confidential & Confidential Research Labs for the National Radio Access Network ENMT, EPPT, and ECAT tools, DART, and the Sierra Vista tool for identifying cell sector configuration information.
  • Created new weighting and blending algorithms that were approved by internal and external industry experts and subsequently implemented in the DART, EPPT, and ECAT applications.
  • Identified and resolved major data quality and process issues to improve Confidential & Confidential ’s ability to maintain compliance with internal policies and FCC obligations
  • Served on the E911 Governance Board for two years, reviewing program changes and making informed decisions regarding the direction of the E911 compliance program.

Migrated all code for the survey engine to SQL Server 2008R2, while expanding the scope to include APAC, Greater China, Japan, and India. Completed 4 months ahead of schedule.
  • Managed ad hoc and recurring reporting, data validation, verbatim analysis and data mining, exception processing, and business rule/process clarification.
  • Migrated Managed Contract Services (MCS) survey engine to SQL Server 2008R2. Refactored and reduced code base from 30k+ lines of code to <800, improving reliability and streamlining processing.

  • Prototyped an automated solution that utilized a data cube (a multi-dimensional data structure) to enable sales reps to use SSRS to instantly pull high quality data. Gained immediate funding to push the project forward.
  • Matured the analytic environment with the design and deployment of dashboards, metrics, and reports used from the strategic C-level to the operational level for front lines sales and customer care employees.
