- FBI Criminal Justice Information Service (CJIS) Division, Bridgeport, WV, 2013
- As a senior consultant for the FBI Uniform Crime Reporting (UCR) system redevelopment project, was responsible for Oracle Fusion Web Application and Oracle Database design, development and testing. The systems were deployed on RedHat 5.8 and used Oracle 11g Real Application Clusters (RAC), and Oracle JRockit Java Development Kit (JDK), Oracle WebLogic Server, Oracle Repository Creation Utility (RCU), Oracle R12 Business Intelligence Enterprise Edition (OBIEE), Oracle Universal Content Management (UCM), Oracle Document Capture (ODC), and Oracle Forms Recognition (OFR).
- Work included analysis, content audit, troubleshooting, performance turning, development, testing and implementation of Enterprise Content Management (ECM) solution, FISMA based security hardening, and documentation. - FBI IICMS Application and Database Administration, Calverton MD and Washington DC, 2009 to 2012
Responsibilities:
- Responsible for all aspects of systems administration for the FBI Cyber Division Innocent Images Case Management System (IICMS), which provides agents the ability to manage case files pertaining to Child Abuse/Child Sexual Exploitation investigations. The associated Oracle database contains over two million documents, including attachments and images, and over one million structured records from over 7,000 cases.
- Responsible for maintaining compliance with the FBI Security Divisions FISMA based C&A (Certification and Accreditation) process. Activities included configured a FTP over SSL for IIS applications, upgrade planning, regression testing, production upgrades, database security hardening and patching, and documentation. The IICMS production systems were successfully upgraded from Oracle 9i to 10g, and from Windows 2000 to 2008, in order to achieve C&A. In addition, a second test environment was created for 10g to 11g upgrade planning, testing, and application regression testing.
- Responsible for IIFQ (Innocent Images Field Query) Java based application administration, including deployment, user support, troubleshooting, and OAS (Oracle Application Server) to JBoss Application Server transition.
- Responsible for verifying the integrity of IICMS case data that was migrated from the legacy case management application to a new application. Reverse engineered legacy data structures and flat files, and developed scripts to successfully migrate over a million additional case documents and images that were not initially migrated coz of inconsistent legacy system indexing.
- Responsible for planning and executing Continuity of Operations (COOP) exercises, to ensure that essential functions continue to be available during a wide range of emergencies including localized acts of nature, accidents, and technological or attack-related emergencies. Activities included planning, and creating geographically redundant sites, implementing and testing Oracle Data Guard in order to facilitate failover without data loss or downtime, and planning and implementing Oracle RMAN / Tivoli TSM based backup and recovery. Successfully conducted and passed all required COOP exercises.
- As the Oracle Identity Management lead on the FBI Enterprise Directory Services (EDS) project, pioneered the use of multi-master replication (MMR) and fan-out replication in order to achieve a comprehensive high geographic availability and performance configuration of Oracle Internet Directory (OID). Developed the database and OID portions of the system design/architecture documentation. Performed the prototype, development, test and production installations of OID clusters on an Oracle RAC environment for high scalability, using MMR to achieve replication between the separate geographic locations. Configured and implemented the associated access control items (ACI), password policy, Secure Sockets Layer (SSL) configuration, auditing, scripting for custom schema object classes and attributes, and cronjob creation for backup of directory and auditing logs. Was responsible for all aspects of the associated troubleshooting, performance tuning, patching/maintenance, database security hardening, installation documentation, backup/recovery, flash recovery, and developer/tester training for each implementation.
- Performed the prototype, development, test and production installations of additional Oracle RAC databases for the support of the Oracle Identity Manager (OIM) and Oracle Virtual Directory (OVD) applications, with Oracle Data Guard (RAC-RAC) for the associated disaster recovery with a geographically separate Oracle 10g RAC standby database. Developed the database, OID and OAM portions of the system design/architecture documentation. Was responsible for all aspects of the associated custom coding, troubleshooting, performance tuning, patching/maintenance, hardening, installation documentation, backup/recovery, flash recovery, and developer/tester training for each implementation.
- Responsible for all aspects of Oracle Database Administration and Solaris Operating System Administration for the FBI Certification and Accreditation Reporting Application (CARA) project.
- Pioneered the use of Oracle 10g Database Vault at the FBI, and participated in the associated Oracle Corporation Beta Test program. Worked with FBI Office of the Chief Technology Officer (OCTO) to identify the multi-level database security access control functional and system requirements used for Oracle Database Vault Beta testing and evaluating. Installed, configured, tested and documented Oracle 10g Database Vault and Oracle 10g Label Security, and prepared a working demonstration of multi-level database security functions for OCTO.
- Recommended a backup and recovery strategy using Oracle 10g Data Guard. Implemented the strategy by performing Data Guard configuration, script preparation, testing and documentation. Prepared, tested, and documented recovery procedures for a wide range of disaster scenarios.
- Recommended and documented a draft auditing policy for the use of Oracle Selective Audit v4.1. Configured Oracle10g Password Autanticated Enterprise User Security (EUS), which enabled Oracle 10g OID/LDAP-level user auditing. Defined, tested, and documented the associated Oracle Selective Audit settings and prepared a demonstration of Selective Audit with LDAP user-level auditing for the FBI Database Administration Unit (DBAU).
- Installed, configured and documented Oracle 10g Real Application Clusters (RAC). The task included storage configuration, public and private network configuration, Oracle cluster installation and configuration, and troubleshooting and testing.
- Successfully migrated the FBI PSU Case Management System application from Oracle Forms 4.5/reports 2.5 to Oracle 10g Forms and Reports.
- Performed extensive extract, transform and load (ETL) for both Oracle and SQL Servers databases, using SQL*Loader, Oracle Data Pump, Informatica, Data Transformation Services (DTS), and SQL Server Information Services (SSIS). Developed a PL/SQL and Transact-SQL (T-SQL) Microsoft database script library.
