Cto (chief Technology Officer) resume
Expertise
I have years of experience helping organizations in positioning technology to support organizational transition and transformation. Although this has involved a wide variety of technology platforms my experience with vertical business solutions is focused primarily in three (3) areas:
- Communications including Telephony (Primarily AT&T and Bell Labs) – 25+ years and
Collaborations via Synchrony (which includes interaction flow controls, workflow controls and case tracking) - Energy Utility (Primarily Duke Energy) – 6 years
- Healthcare
(working directly with healthcare providers and additionally with Cincom and IBM in product offerings) – 2 years
My expertise is in planning, design and implementation of database systems for a broad range of solutions including 24 by 7 (continuous operations) platforms, web-services, administrative systems and data warehouses. I also have many years of experience in technical team organization, development and management.
Mandatory Technical /Functional Skills:
- Process Design , Solutioning and building the architecture model from Requirements
I have decades of experience defining and clarifying business requirements, translating business requirements into architectural plans and technical requirements and then turning that body of information into phased project plans. This includes experience from multi-organization undertakings within Bell Labs (where I served as Chief Architect) and Duke Energy to single organization product development efforts (where I served as CTO) and single man Healthcare reporting projects.
- Strong experience in ETL Design (has prior development and design experience in ETL)
I have developed several ETL processes within Bell Labs and Duke Energy. The datahub approach within Duke Energy required near real-time data synchronization across platforms that included Oracle, MS-SQL and DB2 environments. The datahub synchronized several operational systems, customer portals and data warehouse systems.
- Creating LSDD, Concept documents, Solution approach document, Solution Design document.
I have documented solutions in several fashions depending on the solution and situation. At CINCOM, I worked with IBM to document system interaction flows, background process flows and workflows to support “Care Coordination” including using HL7 and ICD-10 examples. In other situations, I have documented solutions that were more focused on “Best Practices” surrounding the systems and even the use of proper “Organizational Incentives” to ensure engagement with the Best Practices.
- Strong experience in Requirement gathering from Business and then translating to technical and functional requirements.
I have experience in requirements gathering from both traditional Life Cycle development approaches and from Agile development approaches. At Duke Energy, I led traditional requirements gathering workshops to gain consensus from stakeholders while at Synchrony Communications and at TF Logic, I used an Agile approach that included prototyping and monthly cycle deliverables. In the Agile approach, the documentation would typically include a set of power point presentations to outline options for upcoming monthly deliverables representing the logical UML data-class structures and process outlines and when appropriate Screen-Shot or report prototypes.
- Performance Tuning Skills when creating the design - optimization.
i have done significant performance tuning of databases and have managed several benchmark efforts that measure the overall performance. These efforts usually occur during development cycles but have been used to evaluate design options.
- Strong communication and Client facing skills
I rely on power point, word documents and issue/case tracking to bring out the most important factors of the solution to ensure that all stakeholders can gain a perspective on impacts that must be managed within their “Best Practices” or other processes and procedures. The overall success of a project means that no one gets surprised and has ample time to evaluate options and integrating new tools.
Desirable Technical /Functional Skills:
- Healthcare background.
Most of my Healthcare background has come from working with the IBM Healthcare vertical organization to prepare an integration of their products with the CINCOM products to coordinate multi-faceted treatment plans with clinics, therapists, nutritionists, family caregivers, etc. The other experience relates to single man projects with a group of doctors to provide reports to help optimize payments and with a group of lawyers to mitigate risks.
- Strong DBMS concepts (Oracle).
I have 30+ years of experience with databases including Oracle. I have designed, implemented, tuned and re-developed other people’s un-optimized database designs.

Professional Experience
11/2011-10/2012 CTO (Chief Technology Officer) (Confidential)
I provided the technical vision for Confidential platform that supports real-time interaction guidance as part of the Synchrony Communications platform. The interaction guidance features are designed to provide scripting of interactions that can adapt to situations, personal preferences and the “personas” of the target audience. The guidance was designed to support multiple interaction channels including phone, email, chat, face-to-face including conferencing situations where any number of people can be designated as the addressees versus the subjects of the conversation.
(The initial target market for the platform is healthcare ACOs (Accountable Care Organizations) and Utility companies.)
5/2011-11/2011 Architecture Vision and Business Plan (Confidential)
I provided the overall design along with Time & Cost (T&C) estimates and the organization ramp-up plan for the development of Smart-Homes within Smart-Neighborhoods within Smart-Communities. I also provided the overall outline for all technology RFPs (Request for Proposals) as the initial focus of developmental activities.
5/2010-5/2011 MDM (Meter Data Management) & SmartGrid Consulting(Confidential)
For Confidential: I developed an RFP (Request for Proposal) for an MDM system which was transitioned into a Requirements Document which Duquesne used with their statement of work (SOW) for the MDM component of the overall project.
I also worked as a contributing member of the AMI (Advanced Metering Infrastructure) team which was lead by R.W. Beck to publish an RFP for AMI technology. I participated as part of the Duquesne “Core Evaluation Team” to perform vendor selection and implementation planning (to date).

6/2000-8/2002 CTO (Chief Technology Officer) Confidential
I trained and lead the engineering team to develop a product known as ThinkingFolders, which is a web-based repository with an integrated rules engine to support workflow control functions. The repository includes the support of WebDAV protocols for document-oriented services along with XML/SOAP services for all other data oriented objects. The product supports a very granular access control (grant) model that allows the users to share any kind of object with other users within the context of a site and between sites via inter-site affiliations. The platform uses MS-SQL Server and java based web-technologies.
Activities within the repository can trigger routine based rules to execute various actions on behalf of the user. The services are controlled and configured through what we call site-policies and user defined templates. The combination of the template model with execute-only access rights is designed to allow channel partners to provide third-party functionality while maintaining their own proprietary controls over their solutions. These templates can be grouped into libraries to support vertical solutions such as HR, e-learning, event administration, etc.
ThinkingFolders is based on a very robust data model that defines all objects, rules and other forms of data and meta-data that control all elements of work-flow, version management, web-service definition along with all forms of condition tracking and control.
