Texas Integrated Eligibility Redesign System(TIERS) is an integral part of the Texas Health and Human Services Commission's efforts to modernize its eligibility system.It is an n-tier, object-oriented, component-based, thin client application. It is designed following Rational Unified Process. It is divided into four major subsystems: Presentation, Business, Data and Frameworks.

Input feeds are validated ,convert to common format, business rules validated and persisted into the SCM DB .The input to SMS is generated as file based on vehicle events and capability types(Audio,Video,Data,Traffic) as single transaction.
