  • Description: The Transitional Benefits program is a CMS mandated program in which Part D plans must extend certain beneficiaries temporary supplies of medication if the medication is restricted by the plan's formulary. CMS also mandates that plans send notifications to members within 72 hours of the prescription being dispensed. CIGNA receives pharmacy claim files for various from Argus a third party vendor who pays Cigna claims which detail all Part D prescriptions dispensed via transition from the previous and contain information relating to the member, provider, claim, pharmacy and a flag identifying which edit caused the issuance of the transitional benefit record. These files are processed by CIGNA to generate letters that are printed and sent to members, physicians, and LTC pharmacies within 24 hours of receipt of the Argus file. Design and printing of the letters is managed by Prinova. Built and enhanced 10 batch 4 DB2, 3 FOCUS and 3 COBOL VSAM modules in this application.
  • The intent of the Transition letters is to explain the limitations of the temporary supply, detail the formulary restriction, and inform the recipient of the process to request a formulary exception.
  • The members will always receive a letter. Physicians will receive letters unless the member is in a Long Term Care facility in which case a letter will be sent to the dispensing Pharmacy instead of the Physician. In addition to the transitional benefit letters, daily consumption letters are also generated. This process produces Dacon Physician Letters, Member Letters and Dispute Letters. The Physician and Member letters explain that an alternative regimen for the daily consumption of a prescribed medicine is available. A higher strength tablet or capsule with fewer dosages can be substituted.

  • Project: Investor Communication Solutions - Board of Director's proposal analysis for SEC Rule 452.
  • Description: Developed a batch application that compared shareholder votes of over 2,500 North American corporations from year 2009 to 2010 to analyze the impact of an SEC Securities and Exchange Commission rule related to a Corporation's board of directors.
  • Under the rule, brokers may vote their clients' shares discretionary voting if the client hasn't given specific voting instructions 10 days prior to a shareholder meeting, providing the proxy material is transmitted at least 15 days before the meeting and from January 2010, discretionary voting rule was removed for Board of directors' proposal for all corporations.
  • This project required a lot of old data to be pulled from purged tape files, for the year 2009 to 2010 analysis. This was a very critical project and had to be delivered in quick timeframe with quality.
  • The reports generated were used by Broadridge Vice President Regulatory affairs in several of his meetings with SEC to closely study and monitor rule 452.

  • Project: Investor Communication Solutions - Say on Pay Proxy Enhancements Provision of the Dodd-Frank Act.
  • Description: Enhanced existing batch and online proxy and reporting applications 6 DB2 and 6 COBOL VSAM programs to accommodate the so called Say-on-Pay provision of the financial reform act signed in by US President on 7/21/2010 which requires issuers to allow shareholders to vote on executive compensation at least once every three years. To determine how often that vote will happen, issuers will have to poll investors about how often they want to vote on compensation Frequency vote . Additionally, it had a provision for a shareholder vote on golden parachutes.
  • Frequency vote needed re-architecting of some of the applications and made the enhancements complex because it had four choices: 1 year, two years, three years or abstain printed on the voting instruction form unlike the customary three choices: for, against or abstain that systems throughout the industry are typically architected on. The deadline issued by the SEC for this was January 2011 after which all issuers will have to hold the votes at the annual meeting.
  • This project was completed well in advance of that date in order to inform investors who receive voting instruction forms.

  • Project: Investor Communication Solutions - High Profile Annual Shareholder Meetings.
  • Description: Developed new application that identifies and addresses top shareholders who pose reputation or financial risk to Broadridge for companies in North America during the annual shareholder meeting process.
  • Various automated reports and CICS screens designed, helped management to be able to track and monitor activities of top shareholders and some of the key aspects related to voting, showing whether the shareholder has voted for the company's management or against them. Voting details also include the way in which some of the top shareholders voted i.e. by telephone, internet, email etc.
  • These reports also help in tracking some of the very sensitive contested annual shareholder meetings which involves a group of shareholders opposing current management and looking to possibly takeover the company.
  • Top shareholders sometimes do not vote and in order to make sure that voting and shareholder consent is obtained in a timely manner, automated emails from mainframe are sent to Bank/Brokers who indirectly hold these shares asking them to vote.
  • Built 7 batch 4 DB2 and 3 COBOL VSAM and 4 online DB2 interfaced Screens modules in this application. The batch modules had DB2 inserts/deletes/updates/selects, VSAM reads/writes, logic to automatically send email attachment excel/text reports. Online screens had paging logics, DB2/VSAM updates from the screen. Also coordinated with DBA group to design and finalize the various DB2 table architectures.
  • This project took 6 months for the initial deploy. Also worked on 8 to 10 more enhancements to this application.
