TOPMIS Total Officer Personnel Management Information System is a fully integrated information system which supports the officer management process within the Total Army Personnel Command PERSCOM . Assigned as a programmer to a project which supported the Headquarters Army Civilian Personnel System. HQ ACPERS was designed to support the Department of the Army Civilian Personnel Administration and integrate it with the Major Army Commands and the Office of Personnel Management via the Defense Data Network. HQ ACPERS was developed in COBOL II, using APS an interactive CASE tool expediting screen definition and program development , on an IBM 4381/MVS/XA with TSO/ISPF and DATACOM. Responsibilities included: identifying functional requirements, developing design specifications, and providing technical knowledge and coding.
