- Situational Assessment and Ensuing Recommendations. This was a critical phase that had to be accomplished immediately, given the new and important nature of this organization, and was completed within three days.
- Identification of Internal and External Stakeholders. This second phase required a delicate cognizance of political sensitivities, a working knowledge of four very diverse military cultures, as well as a general knowledge of public opinion tendencies and media priorities.
- Identification of Media Vehicles and Critical Media Points of Contact. As an ancillary supplement to the identification of media points of contact, establishing a professional rapport with critical media stakeholders was essential in developing an environment of trust and transparency.
- Regional Strategic Communication Plan Development and Implementation. Helped the client understand and identify organizational challenges and stakeholder anxieties, as well as the psychology of public opinion established goals and objectives developed the appropriate messages, and prepared an achievable plan that communicated in detail the organizational transformation roadmap.
- Assembling an Active Strategic Communication Team in which all Stakeholders were adequately represented. In government activities in particular, each service relies on their own Public Affairs professional to adequately and appropriately represent the participation of the command. As such, the stakeholders on this team were empowered with decision-making responsibilities for their command, and their enthusiastic participation was necessary for the successful implementation of a regional communication plan.
- The Development and Production of a Variety of Communication Vehicles. These included Press Releases, Speeches, a professionally produced Video, a monthly Newsletter with a circulation of over 500, a perpetually updated Public Web Page, Public Outreach Programs, and Internal Memos and Emails, among other things.
- Periodic Communication Effectiveness Assessments and Event Executive Summaries. On a regular basis, reports were provided to the command regarding feedback received from stakeholders, relevant press stories and their potential impact, and the results of public meetings.
- Editing Oversight for all External Publications Produced by the Client. Many of JTF CapMed's leaders are medical doctors, PhDs or other highly-educated professionals who enjoy publishing articles, reports and other material relevant to their field. Support was provided to ensure that Department of Defense regulations regarding the release of information and content were followed and that the material reflected positively on the command. Additionally, editorial oversight was provided to many stakeholder organizations in the publication of their own newsletters and relevant articles and press releases.
- The Design and Production of Presentations for the Command. These presentations were intended to educate stakeholders on the role of JTF CapMed, and to present the end-state potential of the organization's transformational efforts.
