  • Worked on the requirements gathering process for the Organic/Inorganic lab.

NY STATE DIVISION OF BUDGET EXPERIENCE

Confidential

Role: Senior Consultant

  • Worked on the requirements gathering, analysis, design and development of the SFS mandated changes to the existing Integrated Budget System IBS . This project has been termed IBS Retrofit.
  • Worked as an architect to understand the requirements and conceptualize the design to implement the new set of requirements. The new system-wide changes touch every aspect of the current system i.e. table column length changes, table columns becoming obsolete, new data collections, interface file layout changes from and to OSC, logical inferences redesign, etc.
  • Worked as a senior developer using PowerBuilder to redesign the existing screens and adding new windows, datawindows, NVOs and other controls. This task, though summarized in one single statement above, involved in modifying hundreds of screens with multiple objects within NVOs, DWs, UOBJs, etc. . So far, I have redesigned, modified, created around 1200 PowerBuilder objects for this task. Assisted other members of the team as when the need arose with the concepts of the changes and how all pieces of the application tie-in.
  • Designed and developed a batch process that will perform all of the conversion/recodes from old codes to the new codes, Example: Agency code was changing from 5 to 7 char field with new values, Account 2 char is obsolete and is now replaced with Subfund 5 char . This was done exclusively on the database side using SPs within packages. As part of this process, many triggers had to be changed and in some cases had to be disabled and enabled using dynamic SQL statements. The batch process is essentially table driven with a batch engine that executes each step of the batch with explicit control of commits, exit on failures optional and logging capabilities. This concept has helped streamline most of the exhaustive data manipulation tasks being performed in a central spot and thereby delivering a great deal of control and efficiency.
  • Was responsible for assimilating all the design changes and submitting the scripts to the DBAs to alter tables and other database objects column length changes, new column additions, new index creations, etc. . Other tasks on the database side involved changing SPs, functions, triggers and Packages to implement various aspects of the IBS Retrofit requirements. I was the only member responsible for all the database related changes. So far, around 20 database DDL scripts with hundreds of DDLs in each script and 70 triggers, packages and SPs were modified/created.
  • Aside from the IBS Retrofit, participated in a prototype development of a Hyperion application using Oracle ESSBase database and OBIEE concepts with a data warehousing component to it. This effort was to demonstrate to the business analysts and the IT management of the capabilities of Hyperion and a look-and-feel into how the actual application would behave. Touched on security, interface files daily and monthly actuals being loaded and some token data entry and reports.
  • Also involved in the maintenance of the existing IBS application to support bug-fixes, change requests and routine optimizations to the system. Till date, I have handled around 120 tickets and none of them have come back from Production for fixes.

Role: Senior Sybase Consultant

  • Worked on the requirements gathering, analysis, design and development of the performance metrics for each unit within Workers Compensation Board. These performance measures report on the four key metrics Quality, Effectiveness, Volume and Timeliness. These metrics were developed for each of the following units:
  • Data Administration Unit, Insurance Compliance Unit, Penalty Review Unit, Penalty Collection Unit, and Judgment Unit.
  • The Performance Measures are graphed relative to preset goals or targets, which may be revised as goals are met. The measures are provided each month to the division's line managers and above. The key monthly measures are also plotted over a six month period for trends analysis. Projected benefits include ready access to performance statistics as well as efficient re-allocation of resources to lagging processes in the Compliance division. Performance Measures were developed with the idea that each measure can be drilled down to its atomic level district/employee level . A Balanced Scorecard is presented at the highest level from which the drill down takes effect.
  • This is a ground-breaking philosophy within a State agency and it came with its challenges. The role involved extensive requirement gathering efforts and understanding each of the unit's core set of responsibilities and then extensively looking at the data structures to measure the unit using the four metrics. In many cases, the data had to be gathered from different sources, since the current IC2 application does not store all the intended metrics data readily and directly. These sources of data involved designing extracts from various source applications and interactions with different databases like DB2.
  • The report front-end was a PowerBuilder application called Mirror. As part of this project, I had to modify core PB objects to create new reporting templates and adopt these into the existing design of the Mirror application. Mirror application also has an essential piece called the Mirror Batch and this batch executes the stored procedure for gathering the data which is then stored on summary tables. The Mirror application would then report using data from the summary tables.
  • Participated in the analysis, design and development of Performance Measures for the Compliance bureau of WCB. In totality, I designed and developed 43 performance measure reports in this short period of time. These included designing extracts, designing and developing staging/parsing logic of the extracts and developing optimized and performance tuned stored procedures.
