I have extensive experience in Naval operations and communications as well as the design, implementation, training and operation of communications and combat systems including the computers which are the heart of these systems. I am proficient in the use of management software and have used most current applications programs including DOORS. I have designed and installed local areas networks as well as built and trouble shot computers I have managed the design of Classified distributed networks including the Information Assurance and SSAA aspects of that program.
  • I have extensive and successful experience in Naval operations, Navy and Marine Corps communications, command and control and intelligence as well as the design, implementation, validation and verification, training and operation of communications and combat systems including the computers, interfaces and communications protocols which are critical to the integration of these systems. I also have extensive recent experience in the Information Assurance and the relatively new area of Anti-tamper AT requirements implementation. I have successfully completed management of two contracts, on time and under budget, providing information technology support products to Dahlgren Division organizations. These Programs included the design and implementation planning of a classified Metropolitan Area Network. This network was designed to provide classified information distribution throughout a geographically distributed base of over 50 square miles. My combined information systems knowledge, engineering expertise, and project management experience provided significantly to the successful execution of these contracts.
  • My career has involved significant highlights of which I am particularly proud. Listed below are several:

1. I performed initial design and trade off studies for the Uhio replacement program and Zumwalt class next generation destroyer command, control, communications and intelligence systems to assess integration, intelligence utilization, security and throughput issues. Through detailed design requirements analysis I identified numerous design issues and deficiencies. I developed recommendations for engineering solutions and conducted resolution liaison with senior government and industry decision making personnel involved in initial system development. I coordinated intelligence data flow integration assessments between on board and off board sensors and communication systems and engineering coordination between the respective management organizations. I was appointed as prime point of contact for technical integration activities with the intelligence community.

2. I performed design, coordination, requirements verification, trade off evaluation and accreditation coordination for a major classified metropolitan network for Dahlgren Base. Developed the SSAA documentation necessary for system approval.

3. Establishment of the submarine maintenance capability at La Magdalena in the Mediterranean Sea under my management

4. Establishment of the submarine support department for Submarine Group Eight in charge of all US submarine support in the Mediterranean Sea under my direction

5. Initial planning and implementation of conversion efforts for the USS Vanguard as a navigation research ship for strategic navigation under my management
