Manager
Responsibilities:
- I worked with my manager to stand up the PMO and support migration of DHS IT financial operations to the Confidential “Cloud”. The mission I helped manage was to create a cloud infrastructure for DHS, not purchase it from AWS or Azure. We implemented the following “Cloud” approaches:
- Worked with the Program Manager to coordinate technical activities between Confidential and IBM, using Microsoft Project. I also interfaced with the Confidential technical teams that were setting up the server’s Physical and Logical domains (PDOM/LDOM) on the Oracle M8 Supercluster Server.
- Worked with technical teams in geographically distant locations: Herndon, VA, Washington DC, Clarkesville VA, and Stennis MS.
- I created monthly management reports, and reported our FISMA compliance to DHS.
- I used Scrum to organize the deliverables. As we stood up the PMO, I connected with stakeholders and wrote several program level documents. My contractual PMO deliverables included: Work Breakdown Structure, Phase-In Plan; Disaster Recovery Plan, Process Improvement Plan, and the monthly System Availability Report. I was the QA resource for the Phase Out Plan, Risk Management Plan, and Quality Management Plan.

Responsibilities:
- Independent consultant, working hourly. This contract was with the Department of Health and Human Services (HHS), Centers for Medicare and Medicaid Services (CMS), Survey and Certification Group (SCG). SCG wanted to build a “Cloud-based” solution to automate and manage the certification process for healthcare institutions and providers that wanted to join the Affordable Care Act (ACA) framework. Our cloud services provider is Amazon Web Services (AWS). My ultimate deliverable was a white paper that detailed global requirements, risks, and interview questions.
- Guided the writing of application’s global requirements section of the whitepaper. I had a team of five (5) requirements analysts. Used the CMS mandated XLC Methodology to gather requirements.
- Worked with the technical team on infrastructure globally used by the system. The IT Infrastructure items I worked on include data center, servers for database and web, portable tablets, technical service level agreements (SLA), WiFi network, and required technical staff (admins and programmers).
- The contract required our solution to be compliant with the Health Insurance Portability and Accountability Act of 1996 (HAPAA) and FISMA.
- This was a customer facing position that required me to perform stakeholder management (internally at Hendall and externally to CMS).
- Project administration responsibilities included scheduling, meeting facilitation, and team management. Utilized Scrum to manage team research tasks.

Responsibilities:
- My program management activities included project coordination, staff leadership, customer/stakeholder management, and scope control. My direct corporate reports included Teracore’s CEO and COO. Direct DHS reports included the Deputy Chief of Staff, branch chief, DHS contracting officer, and the DHS managers.
- Coordinated the program. My duties required me to deliver weekly and monthly status reports to Teracore and our customers. I approved budget and invoices for the contracts. Monitoring staff coverage was also my responsibility. I reviewed and approved all Project Management Plan chapters with the project managers.
