This work included review of US privacy laws and policies (HIPAA plus many others), EU privacy policies (specifically GDPR), and privacy policies of 15 other countries.
• Learning Review of Confidential Support for the President’s Malaria Initiative in Uganda, August 2019. This work included review of national malaria policy, as well as its implementation to date. When analyzed against current epidemiological changes, Oxford Epi made several recommendations for how to improve malaria policy and US efforts prevent malaria in Uganda.
• Worldwide launch of iReferNow and DatAdventure, March 2019. These are two innovations initiated by Oxford Epi as described above.
• Team lead, Endline Evaluation of Maternal Child Survival Program (MCSP) Nigeria, Dec 2018 ( Confidential /Nigeria, as sub to Dexis on GH Pro). This work involved extensive review of current maternal and child health policies in Nigeria, as well as globally. We compared project results to the policies to identify fidelity in implementation, and to document any associated impacts. For example, we found significant improvement in cord care with the development, launch and faithful implementation of Chlorhexadine for cord care at birth.

Responsibilities:

• Designed the implementation plan for a population-based evaluation of the prevalence of water-borne diseases and their relationship with damns in Kainji and Jebba, Niger State, Nigeria. The work included establishing the universe of settlements, sensitizing community leaders to the project, designing the sampling strategy and sampling methods, conducting literature review and designing the overall methodology for the data collection and analysis.
• Provided strategic oversight for contract implementation including management of logistical and operational aspects of contracts. Conduct health project evaluations, assessments, and policy studies, designs program evaluations, research methodologies, instruments and tools, and performance monitoring systems for health projects.

Responsibilities:

• Provide advice, guidance and technical direction to the Mission and the Ministry of Health in planning, designing, development, negotiation, financial analysis and implementation of Confidential Angola Health Portfolio of $50 Million per year, which includes PEPFAR, PMI, Reproductive Health/FP, TB, and Polio. Supervised the PEPFAR and PMI teams, and mentored seven staff who provided oversight for contractors.
• Provided oversight to the development of PEPFAR Country Operational Plan (including cross referencing PEPFAR Indicators in specific projects) and Malaria Operational Plans. Along with respective team members, conducted detailed review of M&E reports and progression on PEPFAR indicators internally for portfolio reviews, and with implementing partners as needed.
• Supported the M&E team within the Program Office to review PEPFAR Indicator data, and to use that data in preparing the Mission’s annual report. Served as USG representative on Global Fund CCM, and represented Confidential at high level meetings in the health sector with Government, private sector, and other donors and multi-laterals.
