Projects Engineering Management

Responsibilities:

  • This function entailed interfacing between a small in house engineering team, owners engineering, construction and potential subcontractors. In preparation of scope alignment in making a major award of a future new build of an LNG plant (~250mm) and expansion on existing plant ($70mm). Ensuring that the design phase identifies any operational safety concerns are incorporated into the final design. Also working with in house Environmental and subcontract specialty companies to ensure proper permits are in place with the regulators  Engineers, local and federal etc.) to start construction. In all the above tasks
  • I was the Project manager driving, collaborating, managing resources as needed and required. I build mini teams to tackle the many efforts ongoing, I tracked progress, broke down walls as needed to allow progress, I held status meetings, reported progress to upper management, controlled budgets, set schedules. In some cases as we didn’t have the resources or talents in house I utilized subcontract subject matter experts to assist to completion.
  • Management and execution of project from bid proposal to the building of large Cryogenic units. Responsibilities included safety, manpower, schedule, estimating, and building of a project schedule, schedule adherence, equipment, small tools, forecasts and budgets. Included also was all materials required (i.e. small and large bore pipe, concrete, rebar, anchor bolts etc).This Project included 75 % direct hire on all civil/structural and mechanical systems.
  • With the remaining scope of work being Subcontracted (i.e. Electrical, coatings, control systems and insulation). This project also had a major upgrade to the plant in going from old copper or microwave systems to fiber integration from utility source all the way through the operation of the plant and control systems, I built a team of SME’s(i.e IT, operations, OEM suppliers) and I was responsible for leading the effort, safety, schedule, costs, forecast and labor to complete this large tasks and make this plant was first in the country to be able to 100% managed plant from offsite location)

Responsibilities:

  • Interface between construction services organization, subcontracts, estimating/ sourcing in working on proposals, building a database of potential Subcontractors to perform the work, and costs for build out of power related projects.
  • This was an effort for GE who was always the OEM to self-perform or Construction Manage as clients have been asking for GE to be a one stop shop.
  • Instituted project execution plans and standard scopes of work for utilization during construction whether it is a gas fired combined cycle plant, switchyard, new transmission lines or expansion of existing plant or station.
  • One of the Projects I was assigned to be the responsible Project Manager on was to eliminate local switchyard control stations, this meant the future of power transmission would be done at a remote station that could control numerous power switchyards and its ability to move power outputs to different lines as power needs dictated.
  • I choose teams of people from engineering, IT, operations to in some cases owners to see the future and develop a means of accomplishing this obvious cost savings to the industry as a whole that GE would be the world leader in.
  • I built the charter, started the daily, weekly calls, drew out the vision as pictorial so the involved players that would each have input to could better understand the plan. In the time until GE had to make some business changes and cutbacks the project was well on its way and ahead of schedule, budget and actually had improvements that could better improve the original premise as envisioned by upper management from the start. These projects can range from $10mm to $200mm.

SR. Construction Director

Responsibilities:

  • Functionally responsible for all aspects of new Fossil Power projects, from supporting the mobilization to monitoring execution of the projects in alignment with corporate policies and procedures. In this role I was tasked with authoring procedures, processes, compliance and risk evaluations and assessments to ensure requirements for the execution of the projects, as these new projects are being executed under the new owner/company policies(CB&I), procedures and processes. CB&I purchased legacy Shaw
  • Group and through the diligence process and gap analysis it was clear that the new ownership did not have existing processes, procedures and policies that addressed mega projects in the Fossil Engineering, Procurement and Construction platform. Worked heavily on the new proposal phases on both Fossil and Nuclear projects by building the files/estimates for construction costs (man-hour estimates, equipment, infrastructure etc.).
  • Prime and Subcontract Management processes and procedures, from scope of work, requisitioning of services, bid, award and overall execution. This included change management, claims, safety plans, schedules adherence to final closeout of the subcontract and or project. Since now CB&I had stated implementing their processes and programs, I was assigned the Project Manager to role the Shaw Record Management system from Documentum to iDocs used by new owners.
  • I was given a team of IT people, records managers from legacy Shaw and CB&I as the major stakeholders and SME’s for completion of the rollout. I scheduled the kick off meeting with our charter, scope of work and timeline to complete.
  • I was given budget constraints and timelines from corporate. I held meeting weekly and as time to change over came closer daily meetings for updates and adjustments as needed until completed. Since that was successful I again was assigned to take the Shaw legacy Smartplant integrate it within our engineering toolbox to better allow take-offs, material classifications, specification’s and etc to speed up the procurement process(this also allow a master database that could pull across all projects and gain volume procurement leverage for better pricing).Upgraded another platform in Primavera schedule tool from version 3 to 6.
  • I again assembled a team of IT, Engineering, Procurement, accounting and as above I managed the process to complete integration as the Project Manager. I had the weekly, Monthly and Quarterly reporting to Corporate on these initiatives.

Deputy Site Director/Site Construction Manager

Responsibilities:

  • All aspects of setting up and installing all infrastructure, site and plant specific and this included all civil, earthwork, environmental compliance with construction of Storm Water Pollution Permits(SWPP), equipment program, tool program, subcontracts, warehouse services, supervising all Superintendents and direct hire forces.
  • Included Scheduling, budgeting, risk management/mitigation, oversight of direct hire forces and subcontractors (i.e. earthwork, spoils piles, HDPE installation for underground storm water systems, waste water systems, basically any scope not in our core competency) execution/management and, forecasting of Field Non-Manual staffing plans. Role also was the inclusion of the onsite client interface and scope changes involved as it pertained to prime contract management.
  • This project being new first of a kind, I had the responsibility as the onsite Project Manager to assemble a team to install over 2 miles of fiber, 8 fiberhuts, UPS backup battery racks, back-up diesel generator sets numerous servers, routers as required to accomplice the newest technology(on the Hardware side this included a completely redundant system due to project being a Nuclear Plant).
  • Within that we also upgraded Shaws computer network platforms, we changed over our Records management system from Infoworks to Documentum, our Procurement tool from JD Edwards to Smartplant, our autocad system to Bently along with complete change out of the windows platform upgrade. This project entailed many hours of planning, choosing the right team/stakeholders which in some cases included client people for each upgrade as you had all disciplines that had involvement to perform their jobs.
  • I had responsibility for the multiple team Charters, scopes of work, timelines, assignment of tasks and setting budgets and schedules for each of these initiatives and final closeout and reporting through the VP of the business line

Project Manager/Director

Responsibilities:

  • The on upfront development conceptual design, scope, target pricing and prime contract issues on two (2) 300 MW CFB boilers, site clearing/grubbing, ash landfill for Entergy’s Little Gypsy III Project. Roles and responsibilities include working with Functional Director, VP of Business Development and Client on all phases of the development of the Target Price Contract. Project was cancelled by client after site was cleared due to permit issues with new air standards.
  • Site was cleared and grubbed and ready to begin underground civil/mechanical systems including Storm Water Pollution Permits (SWPP), interfacing with local, state and federal agencies throughout permitting process. All the above work was completed before the client suspended the project.
  • Along with above I was Project Manager for fully integrated records management system with client, I headed up a team of engineers, stakeholders(records mgrs., owners and technology providers) to install Documentation on the Entergy platform to allow for easier file transfer, shortening review times and assuring nomenclature remained the same. This was the first of a kind for Entergy as they used Infoworks), as part of this exercise we also were upgrading the existing design from analog to fiber and had planned to install fiberhut and servers associated with.
  • With this effort it became a mini project within a larger project and had to employ different skillsets(IT design) and talents as normally utilized to design and build power plant, we had our own schedule, budget, charter and much different stakeholder for me to manage

Field Contracts Manager

Responsibilities:

  • Managing all contract (Prime and Subcontract) processes associated with the power project. Also responsible for the bidding, awarding, formation, change management/mitigation, risk management, budgets, schedules and management of all field activities in accordance to all project and corporate specific processes.
  • Development of a field contract strategy, contract proformas, Material Assignment Schedule, DOR’s and training matrix’s, Management of large field subcontract team administrators/coordinators in the day to day activities.
