  • Responsible for proposing technically complex engineering efforts and then managing all cost, schedule, scope, and technical aspects associated with the SBIRS Ground Segment Hardware Engineering and Systems Security Engineering work scope.

The CPP is a large and technically complex document that formally identifies and documents every policy, procedure, and work instruction that each of the technical and infrastructure support disciplines follow in the execution phase of the program.
  • Coordinate with the contractor logistics subject matter experts and sustainment organizations to identify and verify requirements for seamless site turnovers from development to sustainment.
  • Serve as Proposal Manager for a large number approximately ninety of proposals, ROMS, and budgetary planning estimates involving multiple technical disciplines i.e. hardware, software, systems engineering, integration and verification, testing, training, human factors engineering, etc. . Proposal values ranged from under 300K to over 60M.
  • Negotiate offers and counteroffers in concert with the Contracts Department.
  • Author, review, and edit Basis of Estimates BOEs for inclusion into formal proposal submittals.
