  • Technology Delivery. At MCI, managed an organization to deliver a new Call Center platform, combining ACD switching with clustered DEC and IBM computer systems and applications. Defined the architecture, functional requirements, high level design, and detailed specifications. Managed all aspects of the program from development, test, implementation, and turn-to-service.   • Operating Management. At Terrestar Networks, established and staffed the Deployment Construction organization. Responsible for building the 4G wireless network 225M and the Satellite ground control network 20M . Defined and automated the program deliverables using a work flow management tool that integrated all elements of the program. The infrastructure build consisted of 401 cell sites, 22 CES locations distributed in remote areas around the USA and Canada and two Satellite Teleports. Vendors managed were Bechtel, Nokia, and Hughes Network Systems. At Winstar, improved customer provisioning intervals from 60 days to 20 days over a six-month period. Reduced overall Cost of Revenue expenses by 45 , saving a total of 8.9M per month. Managed operations and maintenance of the Winstar Data Centers, improved operations, saving 1M in operating costs.   • Program Management PMO . At Winstar, created a new PMO organization to implement the Winstar nationwide wireless CLEC network. This program office managed the vendor contracts, the engineering/development/test of the network, BSS and OSS components, the construction, and the operational turn to service. Expanded the network faster than any other CLEC in the industry. Doubled the network footprint in 1999 and tripled the network footprint in 2000, by implementing 80 new Hubs/switching centers, 27 5ESS Central Offices and 3,000 network buildings.   • Served as Information Assurance Manager, responsible for assessing and improving the Department of Veterans Affairs IT cyber security posture.
