Program Manager

Program manager of the legislatively mandated National Background Check Program NBCP for the State of Maine. The program identified the efficient, effective, and economical procedures for Long Term Care LTC facilities, providers, and consumers to conduct background checks on prospective Direct Access Workers . Specifically, the program hyper-focused on the 10 following facility/provider types:

  • The program's continued mission is to reduce the widespread national problem of the abuse, neglect, and misappropriation of funds of the vulnerable populations of the elderly and the disabled. Maine in particular faces an especially big challenge, as it's projected that one out of every four 25 of Mainers will be over 65 by the year 2030. This critically important program consolidated approximately a dozen disparate State of Maine criminal databases/registries as well as several federal databases to automate and provide real-time updates continuous employment checks to relevant criminal activities.
  • Promoted to Health Information Technology HIT management lead overseeing the other Yale NBCP states of Washington, Georgia, and Puerto Rico
  • Acted as the primary administrator of a 3,000,000 federally funded program for the state of Maine
  • Interfaced with the Centers for Medicare Medicaid Services CMS and the Office of the Inspector General OIG for the purpsoes of fiscal audits and program objectives
  • Strategically designed the program to gain bi-partisan support and led monthly stakeholder group sessions

  • Co-lead the development, design, and standardization of Yale's Commercial Off-The-Shelf System COTS and related work plan and work tasks
  • Managed reoccurring billing, time and attendance, and reporting activities among the four states
  • Consulted with the internal business development team to attend conferences, assist in proposal writing and other strategic guidance and expertise
