My most recent previous positions have been with the State of Utah as IT Director for Application Development for six Executive Branch State agencies, and as IT Director at Utah Department of Health, responsible for all IT support for the Department. Prior to employment with the State of Utah I served as Senior Project Manager and Asset Manager for the Managed Services Program for the Government of the District of Columbia, and managed multiple IT initiatives for the Montgomery County Department of Health and Human Services. Project Manager, Senior Level, American Express. Project Manager at American Express Service Center, US Banking Technology. Responsible for management of the scope, schedule, cost, risk mitigation, measures of success, and resource management for projects supporting American Express using standard American Express tools Clarity, SharePoint . Responsible for the development of detailed project plans, tracking of key milestones, accurate reflection of project budgets both forecasts and actuals and communication with key stakeholders and cross functional technical teams both within the US and offshore . Monitors and communicates progress of project delivery in terms of cost, forecast, schedule, risk/mitigation, and measures of success. Ensures effective change control procedures and processes are used to maintain project control in a highly regulated environment. Facilitates post implementation reviews and ensures lessons learned are carried forward appropriately. Internal DTS reorganization altered my primary responsibilities to a focus on application development using multiple methodologies , project/portfolio management, and system maintenance and budgetary and investment management for all application software for six of the Executive Agencies in the Utah State Government Department of Health, Department of Human Services, Utah State Tax Commission, Department of Environmental Quality, Department of Natural Resources, and Department of Agriculture and Food. Responsible for supervision and performance of 130 State staff consisting of project managers, team leads, application developers and database analysts and 25 contract staff. Established internal Project Management Office PMO for oversight and management of the scope, schedule, resource allocation, executive level dashboard reporting, measures of success, and risk and mitigation for a portfolio consisting of as many as 50 concurrent projects many of which were high visibility, complex projects supporting major state initiatives such as the Medicaid program, Human Services programs, and the Tax Commission. Regularly met with Agency Executive Management to define complex requirements, provide briefings and project updates including identification of project issues and proposed solutions and progress towards achieving major milestones. Review and approve all Change Management Requests for the six agencies under my supervision. Expected revenue of the internal service organization I managed was projected to be over 16,000,000 for the fiscal year beginning July 1, 2012.
Total responsibility for all IT functions at the Utah Department of Health DOH . Acts as single point of contact to resolve all DOH IT issues and manage initiatives. Main focus is on the delivery of quality service in the areas of application development and system maintenance, server administration over 175 servers , desktop support, and vendor contract management. Regularly meets with DOH Executive Management review summary dashboard reporting and project status, ensure designed solution meets the requirements of the customer specifications, regulatory requirements, and business case objectives, and evaluate customer service satisfaction and lead post-implementation reviews. Works in conjunction with Agency Executive Management to develop yearly Strategic Plans including portfolio investment planning , Service Level Agreements, and Continuity of Operations Planning. Additional responsibilities include Application Inventory Management, Infrastructure/Server Inventory Management, Change Management for both application development and infrastructure , Request Management, Process Improvement Six Sigma methodology , Tool Assessment, Systems Analysis, solution design, and Incident Management as well as supervision and performance of 55 State staff. Established internal DOH PMO for prioritization, oversight and management of the scope, schedule, resource allocation, executive level dashboard reporting, measures of success, and risk and mitigation for DOH portfolio Major initiatives, using various development methodologies waterfall, agile , include support of the State Medicaid system, development of an electronic medical record EMR , development of electronic laboratory reporting ELR , data warehouse analytics and reporting, and support of State programs that include but are not limited to Immunizations, WIC, Vital Records, Epidemiology, Licensing, Laboratory Testing, Medical Examiner, and Emergency Preparedness.

As a project manager in the State Project Management Office PMO I was responsible for the on time and on budget delivery of multiple, enterprise level IT projects through management of project scope, schedule, resources, risk, and change requests. Developed and led the execution of detailed project plans designed to meet business and technical requirements. Managed project costs and budget to ensure the realization of expected value. Led regular meetings with business leaders to ensure timely and accurate communication of project status. Led regular meetings with project teams to evaluate project status, track project milestones, determine critical path, identify issues, and propose solutions.
Key member of the management team that established the Project Management Office PMO and implemented the Managed Services program in the District of Columbia. Subject matter expert in managed services and helped the program grow from the initial pilot project supporting two agencies to a high of 40 agencies as well as the DC Public Libraries. Established 24/7 call center initially outsourced, later moved in-house . In addition to providing managed services expertise and establishing repeatable processes Change Management, Configuration Management, Inventory Management, etc. as the Asset Manager for the District of Columbia, acts as the single point of accountability for the asset management of desktop and laptop assets for all agencies of the District Government that are enrolled in the IT ServUs program OCTO's managed services initiative . Develops and oversees the asset related processes and procedures required for an agency to transition into the program, ensures maintenance of the asset inventory using the Remedy Asset Management module, provides asset reporting capabilities for each agency, and communicates and coordinates with the disparate organizations providing asset management. In addition, as a Project Manager for the Managed Services program, leads special projects as required. This often involved the on-boarding of an agency to the program, ensuring a smooth transition including evaluation of agency IT infrastructure operations and testing to validate the existence of appropriate network connectivity .

Responsibilities included management of ABSS contracts at Montgomery County, Department of Health and Human Services. Primary areas of focus include support for existing systems in Public Health, Working Parents Assistance, Rental Assistance Programs, Client Payment Replacement System, and Independent Voice Response System. Conducted a comprehensive evaluation and assessment of existing Commercial off the Shelf COTS Software that would provide Montgomery County with one application that would support the various DHHS services offered by the county to its constituents. In addition, worked with the County PMO in developing their tactical and strategic plan.
