Programmed the conversion of mainframe data to SQL Server using Visual Foxpro and Pass-through SQL, producing a savings of 1 million/year to the Commission. For this effort, I was presented with the Al Gore Vice Presidential Hammer Award. Congress had passed a law requiring all government agencies with slow mainframe computers either to use NASA's mainframe or go to SQL server. My managers at CSC had told the FERC management that the data conversion required conversion of 400,000 flat file records that had been typed in with no field definitions. I wrote a program that put each character into memory, appended the next character and examined the string. If there was a match, it set up the string for insertion into SQL server, cleared memory and continued until the entire record was parsed. It took my computer 14 hours to pass the data one time every night. Every morning for 4 months, I used SQL server to examine the data, made notes, truncated the database and corrected the parsing program to run again overnight. When I finished, CSC management thanked me and the FERC CIO gave me a letter of appreciation for work excellence. Also, Peer Reviews according to Software Development Life Cycle SDLC were conducted during the remediation for all applications including the 65 for which I was assigned. Used Visual Source Safe for code changes and Microsoft Project to schedule remediation.

- Programmed and implemented a Task Management System using Visual Foxpro to assign, follow-up and report completion of 6,000 tasks per year to FTA management. Wrote a program to detect system password intrusion and report them to the Government. Caught one person.
- Congress passed a law requiring jail time for any budget manager who exceeded their expenditure limit. Programmed a Purchase Order system using Visual Foxpro that entered the Congressional Apportionment for the FTA by Object Class. This system maintained the Obligated amounts, printed the Purchase Order and certification letter that there were funds available thus preventing the Director from overspending the budget. Other government agencies asked for and received this system because they have the right under law to do so.
