Service Delivery Process Owner
- As a new contract relationship was launched with DISA CIO with a new approach to enterprise services, demand was very high for program leadership. As a result, Mr. Halliburton has teamed with other program leadership to answer this demand by acting, depending on the immediate need, as Deputy Program Manager, IA Lead and SME, and Chief Engineer. He has provided a customer facing focus by communicating NOVA's approach to enterprise services to CIO leadership. Additionally, he has served as Director of technical services, leading and coordinating efforts in all task areas of DESS TO1 and facilitating NOVA's service delivery approach within these task areas. He has launched a new approach to Information Assurance services as the Task Area 3 Project Manager. Finally, he has facilitated the CIO morning Ops brief providing focus to each days contract activities.
- Provided analysis and recommended that the core major areas of focus for NOVA on DESS TO1 should be:
- Configuration Management CM
- Change Management
- Asset Management AM
- Bridging the O M gap in enterprise management that current O M approach was left to management by incident management
- Lack of functional Server Configuration backup process
- Identified and designed the approach to CM/AM repair, which addresses the fact that there are multiple, entrenched CMDBs that lead to multiple human touch points for all change/configuration management. This leads to undocumented and/or untenable processes needed for reliable CMDB.
- Worked with Incident Management ACOR and Task Area 2 team lead to define and develop service delivery of Tier 2 3.
- Provided direction to Incident Managment ACOR on SLA treatment.
- Initiated and outlined training parameters for Tier 2 3 incident management service delivery.
- Designed IA team approach to use PWS focus and move the CONOPS from a brute force approach in IA compliance to a full team supplying consultative services to CIO. The intent here is to refocus to approaching vulnerabilities with a risk management and cost/benefit analysis approach as defined by ISC2 in their CISSP track.
- As Service Operations Process Owner, Larry has provided direction for Task Area leads to bring synergy to our use of resources.

Technical Lead for Event Management Project
Managed the project development, design, testing and implementation of a comprehensive upgrade of the event management suite. This suite collects layer 1-3 information via EMC Smarts via SNMP and forwards to our manager of managers, Netcool. Smarts is also maintaining root cause analysis and reporting information via Watch4Net's Automated Performance Grapher APG . Upper layer information is collected by the NetIQ products AppManager and Security Manager. These tools collect information via remote agents installed on servers to provide layer 4-7 information. This information is forwarded via SNMP to Netcool as well. Thus, Netcool provides a single pane for network monitoring. Another tool, Performance Profiler, was added to the suite. This tools collects system performance data from AppManager based on server function, time of day, day of week, etc. This allows alert thresholds to be normalized to appropriate conditions per server and time.
