Professional Experience

Supported multiple simultaneous projects, 1 Functioning as the temporary State Test Manager and State Implementation Manager for the ND Medicaid project providing leadership to the State's Testing and Implementation Teams ensuring their activities are on schedule. 2 Conducting MITA 3.0 State-Self-Assessment reviews, preparing for CMS Stage Gate Review/Certification pilot and leading the QA/QC reviews for the Iowa MMIS project 3 Conducted the CMS IT Compliance review, preparing for CMS Stage Reviews, and leading QA/QC reviews for the Iowa Eligibility Exchange project. For a MITA State Self-Assessment engagement for Indiana, reorganized the project plan so that positive revenue was realized in 2009. Developed and maintained the project plan tasks and activities in order to deliver all items ahead of contract schedule. Trained company staff and state staff in the MITA State Self-Assessment. Led client meetings to obtain the current-state and the desired to-be state for the Indiana Medicaid program.

Managed the MITA Technical Assessment of the Maryland MMIS to accurately determine its MITA maturity. Conducted MITA Business Process Self-Assessment with State of Maryland staff to determine the current MITA Maturity and the desired MITA Maturity. Led the technical quality assurance reviews for independent validation and verification IV V of the new MMIS for the State of New Hampshire, including the design and interfaces among components. Led the quality assurance reviews and documented the pricing algorithms, report specifications, and system edits against the state of New Hampshire policy and administrative rules in preparation for the development of the new Medicaid system. Managed the development of a business and cost proposal for the operation of the assignment of NPI to CMS and coordinated the proposal development among two entities, FOX Systems and Noridian Administrative Services, which resulted in this winning proposal.

Managed the on-time renovation and quality assurance of the South Dakota MMIS for HIPAA 4010 compliance. This project was also completed under budget. Managed the off-shore conversion of all financial applications for Thompson Electronics GE Manufacturing such that it completed early and under budget. Managed the development of a business and cost proposal for the New Mexico MMIS and coordinated the proposal development among four independent entities, including prime and subcontractor.

Sent in under emergency situations to manage the quality assurance reviews on the health care systems for Independence Blue Cross and the Blue Cross Association ensuring their compliance with the HIPAA regulations resulting in both clients signing additional work orders. Managed the on-site technical team for the Year 2000 renovations for two clients no problems were reported as a result of the renovations. Managed the migration of Visteon's Ford Auto Parts financial applications to off-shore accounts.

Managed the on-site technical team for the Year 2000 renovations for all First Health Services MMIS, Virginia, Alaska, DC, LA Kid-Med and Pharmacy Benefits programs one non-critical problem was reported as a result of the renovations. Managed the technical teams for the Alaska MMIS and the Louisiana Kid-Med system, LA S-CHIP , reduced change order backlog from over 150 requested changes to less than 10 without impacting the on-going operations and by eliminating unproductive staff. Improved client relations by instituting quarterly on-site meetings with the client. Developed the FHS MS Project training class.

Managed the development of a Family Assistance Management Information System FAMIS approximately 55 in-house and vendor staff. This project was delivered on schedule. Responsible for contract compliance, project planning, customer satisfaction, account financial, and subcontractor/vendor management for this project. Developed, implemented and monitored service level agreements SLAs with staff and clients. Developed and implemented QA processes that were so successful that all development deliverables were accepted on first submission. Communicated regularly with IBM Global Services Executive Management and both technical and non-technical personnel to build and maintain effective cross-functional teams and ensure accuracy, consistency, problem-solving, and on-time project completion. Reviewed project processes of change control, configuration management, problem resolution, and project planning for usage and completeness for Human Services and internal IBM Projects and developed management processes to correct deficiencies. Managed the Systems Utilization Review team that supported 34 accounts world-wide, including all EDS MMIS and commercial healthcare programs. Managed the design of the Rhode Island MMIS.
