Project Management
I worked on many software development projects for BSEE. Projects include web based information exchange programs, GIS, EDMS, and architecture consolidation. For these projects, I led teams through each stage of the project. The stages included planning, construction and implementation. The planning phase includes requirements gathering using use cases and building of project plans using Microsoft Project. I would determine time frames and resources for the project and leveled the resources in the project plan. During the construction phase of the project, I would track progress using the milestones defined in the project plan and report monthly progress on projects. I also conducted biweekly progress meetings with upper management and with the project teams. The implementation phase consisted of moving the project results to production. This included regression testing, client testing and sign off, leading the implementation team in moving the product to production. Other responsibilities as project manager include: overseeing the day to day operations of the teams resolving conflicts/problems determining resources to assign to projects preparing status reports and reporting to bureau, Department of Interior and Office of Management and Budget on progress of projects conducting meetings to resolve issues and report progress with clients conducting industry client meetings to promote projects and selecting software products. For projects closely related to other ongoing projects, I would coordinate with other teams to resolve design problems, implementation schedules, and work schedules. I developed the necessary plans and schedules for projects including: a quality management plan, risk management plan, human resources plan, cost management plan, scope management plan, development processes and standards use cases. Other major products included conceptual data model, software development life cycle, software development plan, and architecture documents. One of my projects was a major architecture consolidation project to bring the various BSEE computer applications under a single architecture. I set the date when the consolidation should begin, the selection of software to use for the project, and the order in which to consolidate the applications. I had to coordinate ITD staff and contractor staff to accomplish the development of the plan. Part of the project was to implement a single sign on solution using Microsoft Active Directory. ITD is currently using the Agile Methodology on all development projects. Four scrum teams worked under my direction on an industry web based submittal and approval process, spatial updates, and mapping application. Another major responsibility is the management of the acquisition team. The major tasks for the team include developing acquisition strategies including budget, milestones, requirement verification, acquisition scheduling, and solicitation documentation. The documentation set may include a statement of work, independent government cost estimate, evaluation criteria, purchase requisition, market research, or sole source justification. I managed the acquisition staff as required and according to the federal regulations FAR .

ITD Maintenance and Enhancement Section Team Leader.
I was responsible for the completion of all modifications and enhancements made to the MMS mission critical computer system called TIMS. My staff consisted of up to 30 computer specialists, several contractors and government employees. I set the priorities for the team. I decided which assignments needed to be completed and when. I was responsible for the completion of the work. I set completion dates for each task with the analyst in charge of the module. If an assignment lagged behind, I met with the employee to develop a plan to get the assignment back on schedule and completed. One major project I was in charge of was the eWell pilot. I was responsible for all the work of the team. Since this pilot used all new hardware and software, I was involved with developing new methodologies for developing software using object oriented techniques. I worked to solve all security concerns of the pilot. I worked to define the data architecture for the pilot and to solve problems of using a relational database with object oriented solutions. This involved mapping of data objects from the pilot to TIMS relational tables. The team and I developed new procedures and standards for developing web based applications. I oversaw the complete enhancement work process. I was responsible for getting the enhancements made, ensure the enhancements were correct, and on time. Some of the enhancement projects were the Oracle tools conversion to Oracle Toolset 6.0, the TIMS-Geologic Interpretive Tools integration effort, the REMap project, and OSRA Mapping project. The Oracle tools conversion project was updating our toolset to the state of the art Oracle tools. In this project, I was in charge of anticipating the problems we would encounter and determining the resolution, developing the conversion methodology, developing the conversion schedule, determining and implementing architecture changes and coordinating with users and other IT professionals.
