• Served as Project Manager and provided technical assistance for a task with the Internal Revenue Service's Tax System Modernization Project. To date, this remains the largest system integration effort ever undertaken by the IRS.
• Conducted an intensive and comprehensive analysis of the Ft. Campbell, KY School System's data processing capabilities and recommended system upgrades and an acquisition strategy.
• Led a project to redesign and consolidate all information systems for the U. S. Army Recruiting Command. In addition, assisted in the planning associated with relocating the Command from Ft. Sheridan, IL to Ft. Knox, KY.
• Led the development of an electronic forms management system, the Automated Forms Processing System for the U. S. Army's National Ground Intelligence Center NGIC in Charlottesville, VA.
• Directed the development of an automated, real-time integrated support system for the newly deployed DD-51 class destroyer for the AEGIS Program Office at Naval Sea Systems Command. This project used IDEF data modeling methodologies and several support tools.
• Developed and implemented a system integration plan for the Environmental Protection Agency's Public and Consumer Information System. This effort utilized the Oracle CASE tool set as a software development platform.

• Managed business analysis and ADP study activities supporting the Health Care Finance Administration HFCA during a large hardware procurement activity and health care related information systems development effort.
• Performed business case analysis and requirements definition for the hardware and software procurement of a Geographic Information System used by the Department of Justice for Congressional redistricting application processing.
• Provided software development engineering, project management and ADP analysis studies to the Defense Communication Agency DCA for several large communication system development efforts at several world-wide locations.

This effort included a complete standardized Program Management Plan outline and guidelines that served as a basis for future software development efforts. This plan framework accommodated several customer specific development life cycle requirements including the Department of Defense and the Environmental Protection Agency EPA .
• Managed over 45 professionals developing major software applications for the EPA's Superfund project. This included the management of a nationwide systems installation, operations, and maintenance support staff in eight federal regional offices. These systems were developed using Clipper, FOCUS, and FoxPro.
• Directed a staff of 22 senior system engineers tasked to study and analyze the technology base used by the Federal Emergency Management Agency FEMA for the processing of civilian public assistance claims during major natural disasters. Engineers were deployed to numerous diverse locations in the continental United States and the Caribbean Islands.
• Mr. Klein served as a consultant to System Engineering and Management Associates SEMA for system development and project management support to the Department of Defense, Joint Chiefs of Staff, Joint Operations Planning and Execution System JOPES Program Management Office PMO . Performed a business case analysis of various project management, cost estimation, and cost reporting software for the JOPES PMO. Managed the development of a worldwide shipping cargo container tracking system and an associated network for the SeaLand Corporation. This system is currently used to optimized corporate shipping operations.
