Windows Application Support Group Manager and Site Lead

• Hired in August 2011 to fill a long-term open vacancy for this distressed Key Personnel position on the ITIP contract. The Windows Application Support Group suffered from poor morale and lack of cohesiveness, which was exacerbated by classic badging issues: subcontractor turf wars were affecting customer service, as well as the client's critical, classified mission of protecting America's transportation infrastructure assets and the passengers and businesses who use them.
• When ID was cut from the contract, TSA insisted that I be retained, re-badged, and re-designated as Key Personnel, due to my proven two-year portfolio of successes, and due to my proven ability to keep the entire team motivated and performing.
• Lead a 26-member Application and Engineering Support Team Windows Server, MS SQL Server, Solaris, Oracle that provides real-time, enterprise-level support for custom-developed, mission-critical TSA applications and IT infrastructure assets that ensure passenger and hazardous cargo safety. This includes scheduling and coordinating software releases with senior TSA management and third-party contract development teams, while ensuring that each release is built and tested in the appropriate development environment prior to deployment into the production environment.
• Responsible for ensuring that all TSA IT activities relating to software development, release management, implementations, security, outage management, disaster recovery, continuity of operations, maintenance, and issue resolution are coordinated with all stakeholders, while being performed on schedule, within budget, and in full compliance with contractual Service Level Agreements SLAs .
• Serve as Project Manager during project execution, and as the team's liaison to the daily Sun-Up conference calls at 7:00 a.m. ensuring that critical activities, resource needs, and potential problems are clearly communicated to the appropriate executive level audience during the call.

• Coordinated the successful migration of several high-profile TSA airport security, screening, and safety software tools from the data center located at TSA headquarters to an alternate location, without disruption to the airport screeners and without affecting passenger traffic.
• Identified the need to migrate legacy application server backups from a legacy tape library to the ITIP enterprise backup and recovery BUR environment, eliminating the cost of maintaining a separate legacy backup system, while freeing up team time to reallocate to other projects.

• Designated as Key Personnel for this contract, I acted as a hands-on IT and Project Manager responsible for supporting, maintaining, and securing the Microsoft infrastructure for the Asset Forfeiture Management Staff AFMS program at the Department of Justice DOJ .
• Supported systems that included Windows XP and Windows 7 desktops, four separate software development environments primarily built on Windows 2003R2 Servers , a SharePoint 2007 environment, Remedy Service Desk, and several Operational Support systems, including Rational Clearcase and Clearquest.
• Originally recruited to: 1 remediate a growing backlog of mission-critical server projects on the Microsoft Server team and 2 hire, train, and retain qualified professionals to get the program back within scope, schedule, and budget.

• Acted as the Project Manager and Task Lead for all tasks utilizing the Microsoft Engineering and desktop support teams.
• Successfully piloted Novell Access Manager Software to enable Single Sign-On.
• Planned, managed, and executed the deployment of ELMS BigFix to all AFMS endpoints as mandated by the Department of Justice CIO, which automated patch management to conform to Justice Management Division standards and implemented ad hoc update procedures as required by the Justice Security Operations Center. Worked with the IT Security team to verify that all security patches and updates were installed on a regular basis. Participated in the creation of the vulnerability remediation process that included patching, scanning with Foundstone, and undertaking additional remediation steps as required.
• Substantially rebuilt, upgraded, and reconfigured the Microsoft infrastructure servers, services, OS, Group Policy Objects GPOs, including FDCC policies for IE7, Power Management, XP firewall, and user account / password hardening , and hardware at AFMS to conform to industry best practices and security standards, and created support processes that reduced down time and user support issues while maintaining operational readiness.
