  • Program Manager for the I2WD Radar Application Branch Task a 10M task
  • This to support the Radar Application Branch in I2WD in their efforts to perform radar performance analysis, radar tool development and integration, Program and Project Management, Logistics and Missions Operations for OCONUS radar deployments. As the Program Manager, I am responsible for ensuring the task is fully staffed with the right mix of skill sets and personnel and subcotractors ensuring deliverables are aligned with contract requirements and that the task is executed on time and under budget. Additionally, I manage all aspects of the contract to include contract modifications, financial status and reporting, approving invoices and executing equipment procurements on behalf of the government. Tasked by the client to build a Test and Evaluation Environment from the ground up. My efforts included developing conceptual, logical and physical network and system designs. Designs ranging from high level functional network and systems schematics to developing the detailed network including IP address, DHCP and DNS , systems Physical as well as services such as mail, web, DHCP and DNS , rack and floor designs. These designs are then presented to the team for formal peer review. Once the designs have been modified per peer review they are presented to customer for approval and execution.

Network Engineer for Communications at Speed and Depth Demonstration

Participated in a proof of concept effort to demonstrate the ability of shore based commanders to communicate with submerged assets real-time. My responsibilities included developing and implementing a comprehensive TCP/IP topology design that supported various geographically dispersed nodes using Iridium satellite communication technology in conjunction with terrestrial based communications. Additionally I worked very closely with application developers to insure both the communication design and the application would support the demonstration.

C2 Analyst and Scenario Writer for OSD/NII Analysis and Systems Engineering Performance Allocation Task

Organized and lead a team of domain experts leveraging previous work performed for OSD/NII Horizontal Fusion Quantum Leap 2 to develop a military scenario or mission model that accurately and realistically represents operational military missions and force structures. From this work, network communication models and message traffic parameters were derived and fed into a network simulator to determine Global Information Grid GIG performance and key end to end performance characteristics. The results of this were be fed back to the GIG/NCES Performance Allocation Working Group in order to identify potential performance and technology pitfalls and short comings that need to be addressed in order to successfully implementing net-centric GIG enabled war fighting capabilities. The working group, using those results, is developing a NetCentric Implementation Document NCID which will be used by the DoD as standards the industry must comply with when developing NetCentric war fighting capabilities.

Project Management for Data Center

  • Using MS Project, Excel and Word I developed and maintain a consistent, consolidated mechanism for tracking project task and procurement status as well as procurement and staff costs. This also included working with various lead engineers and program management to develop and refine system life cycles as we migrated from a mainframe environment to a Windows environment. I was also directly involved in helping make equipment purchasing decisions on a year-to-year basis in order to maintain and enhance the computing facility capabilities.
