Civilian Professional Experience
- Manage a guard force of 65 security officers, which man posts 24/7. During special event in the auditorium I assess the need for additional security precautions. I oversee the movement and relocation to an alternate location of the GSA Senior Executive Response Team SERT . I coordinate vehicle movements and loading of communications and CBRN gear in emergency vehicles. I served 18 months as the first General Services Administration GSA liaison to the Federal Protective Service FPS . I worked with senior FPS staff to craft a joint solution to meet the needs of the GSA and FPS. I met monthly with the Director of FPS to review strategic goals and how GSA and FPS can work together to meet the security needs of facility tenants. Participated in the United States Marshals Service USMS National Security Review NSR , which was convened after the Courthouse shooting in Los Vegas, NV, which left one security officer and the shooter dead. The NSR team spent a year review the circumstances and developing suggestions for corrective actions. Developed the training curriculum on the Interagency Security Committee ISC risk management process. Presented this training to GSA, Department of Justice DOJ and Department of Homeland Security DHS for two years. The Office of Personal Management OPM has adopted this course and offers this training to all federal employees. Now, I teach this course as an adjunct instructor for OPM.
- Worked with Attorney General protective detail to identify drop point, interior routing, safe havens and emergency egress path during visit to Immigration Court Headquarters and Immigration Judge's conference.
- Worked on a team for the ISC that authored 5 physical security standards that are used as the current physical security standards for all domestic federal facilities. These standards are known as the Risk Management Process RMP . Conducted physical security risk assessments on Federal Courthouses. Managed the construction and renovation projects on courthouses. Worked with the Deputy US Attorney in Connecticut to successfully present a physical security upgrade project to the city officials.
- Conducted risk assessments at US Diplomatic missions. Trained local guards at diplomatic missions in screening techniques for vehicles and pedestrians. Developed and presented training curriculums for trace explosive detection technology, X-ray image interpretation and walk through metal detectors. Served as the project manager for the Surveillance Detection Database that linked all US Diplomatic missions and allowed data to be shared and compared to identify trend and techniques. Extensive work in Africa and the Middle East at high threat posts. Designed managed the installation of access control, IDS and CCVT systems.

Used hand held active sonar to locate underwater ordnance and other metallic items.
