Software Architect, Team Lead, and Development Mentor for the South Carolina Integrated Tax System SCITS project, a multi-year 20 million project to create an enterprise web-based application that centralizes the core processing and data management for all the taxes that the South Carolina Department of Revenue SCDOR administers. SCITS is based on an SOA architecture designed to interact with a broad range of existing and future SCDOR applications via web services. Lead architect in charge of specifying the conceptual architecture for Infrastructure, Security, Submission Definition Facility, Database, Hardware, as well as Look and Feel. Implemented with an overall team of architects the technical framework and standard patterns for this project. Served as Primary Architect for the Submission Definition Facility, a cornerstone for processing tax returns and other documents/payments. In addition, served as the Primary Architect for Channel Management, the functional area responsible for processing all incoming data. Served as Lead Developer for Financial Transfers functionality. Also served as the Primary Development Mentor for the project -- assisting all levels of developers to resolve critical problems and to address new functional paradigms in the system design. Program Manager and Executive Project Manager for the construction, operation, and continued development of the South Carolina Business One Stop SCBOS enterprise web application. This is a multi-million dollar system for companies to apply for licenses, permits, and registrations for creating and conducting business. Managed across multiple state agencies, including Department of Revenue, Secretary of State, Department of Environmental Health Control, Employment Security Commission, and Labor, Licensing, Registration. Worked with a variety of additional state agency partners and private sector entities to gather input and establish additional organizations that will offer online registrations in the future. Construction effort involved staff from one primary agency, Department of Revenue, which was further supplemented with staff from four consulting firms. Managed overall objectives via a hub and spoke methodology for all of these throughout the project lifecycle. On an as needed basis, also provided technical input on many architectural issues as well.
