PROFESSIONAL EXPERIENCE

Department of Revenue

Software Architect, Team Lead, and Development Mentor for the South Carolina Integrated Tax System SCITS project, a multi-year 20 million project to create an enterprise web-based application that centralizes the core processing and data management for all the taxes that the South Carolina Department of Revenue SCDOR administers. SCITS is based on an SOA architecture designed to interact with a broad range of existing and future SCDOR applications via web services. Lead architect in charge of specifying the conceptual architecture for Infrastructure, Security, Submission Definition Facility, Database, Hardware, as well as Look and Feel. Implemented with an overall team of architects the technical framework and standard patterns for this project. Served as Primary Architect for the Submission Definition Facility, a cornerstone for processing tax returns and other documents/payments. In addition, served as the Primary Architect for Channel Management, the functional area responsible for processing all incoming data. Served as Lead Developer for Financial Transfers functionality. Also served as the Primary Development Mentor for the project -- assisting all levels of developers to resolve critical problems and to address new functional paradigms in the system design. Provided a broad set of expertise to the project, including XSLT, XML, XSD, SQL, T-SQL, Infragistics, User Interface, WebServices, and performance tuning both application and SQL . Project developed in .NET C 2.0, ASP.NET 2.0, SQL Server 2005, and Infragistics.

Department of Revenue

Program Manager and Executive Project Manager for the construction, operation, and continued development of the South Carolina Business One Stop SCBOS enterprise web application. This is a multi-million dollar system for companies to apply for licenses, permits, and registrations for creating and conducting business. Managed across multiple state agencies, including Department of Revenue, Secretary of State, Department of Environmental Health Control, Employment Security Commission, and Labor, Licensing, Registration. Worked with a variety of additional state agency partners and private sector entities to gather input and establish additional organizations that will offer online registrations in the future. Construction effort involved staff from one primary agency, Department of Revenue, which was further supplemented with staff from four consulting firms. Managed overall objectives via a hub and spoke methodology for all of these throughout the project lifecycle. On an as needed basis, also provided technical input on many architectural issues as well. Project developed in .NET C , SQL Server, with additional mainframe components to provide enterprise wide accounting.

Johnson Johnson PRD

• Office team lead in the development of SCEPTRE, a 15 million global clinical drug safety system. Facilitated adverse event data entry, electronic reporting, and administrative functionality. Served as project liaison with EMEA and FDA for electronic reporting testing. Upon deployment of the application, served as part of an international implementation team.
• J2EE - Implemented Fa ade, Delegate, Value Object, Data Access Object, Entity and Command design patterns. Additionally employed the Apache Jakarta Struts MVC pattern. Developed within multiple baselines under a Rational Unified Process RUP methodology.
• Oracle - Subsequently assisted the support team by troubleshooting database performance and implementing enhancements through minor releases. Performed SQL and PL/SQL tuning. Developed queries using advanced Oracle analytical functions to support reporting requirements. Prototyped materialized views, and bulk database operations for future project releases. Used scheduled jobs in Oracle. Created common package methods. Used function based indexes to improve system performance.

Johnson Johnson and AMGEN E2B

• Project Lead, Data Analyst, and Web Oracle developer for a web-based adverse event electronic reporting application. Produced project analysis and technical documents. Managed team work assignments and schedules. Application successfully leveraged off the shelf EDI software Cyclone for transmitting information to trading partners. Performed onsite application of the application, including assisting with creation of the Installation Qualification.
• ASP Used a modified FuseBox Methodology to create an XML driven site. Helped create architecture similar to often found in J2EE systems DAO, VO, Template .
• Oracle - Created PL/SQL data transformation process between databases. Implemented Java stored procedures for file access and manipulation. Leveraged Oracle XML Utilities for creation, parsing, and transformation of XML data. Utilized SMTP mail package for application notifications. To support architecture, used reference cursors for passing resultsets to web server via stored procedures. Application additionally made heavy use of CLOB datatypes. Performed partial DBA duties, including installing Java Server and Oracle XML components, as well as setting up users and grants.

Dept Of Navy Management Requirements System

Managed programming team with five members in developing a financial forecasting program for SUPSHIP using Delphi 4 and Oracle 8. Redesigned and recoded prototypes to meet emerging requirements. Performed advance research/resolution of technical issues while aiding in design. Created Software Design Plan, and Software Unit Matrix. Dept Of Navy Advanced Industrial Maintenance
