Technical Program Manager
Mr. Parker served as the Government's primary point-of-contact and provided overall leadership and guidance for 82 contractor employees in the full SDLC of systems throughout the planning, design, implementation and maintenance phases utilizing trusted technology standards. Hedeveloped weekly, monthly and quarterly progress reports and monitoredwork performance as related to client objectives and contract deliverables. In addition, Mr. Parkerparticipated in client planning and in-process review meetings with management and contract project teams. He hadoverall control of contractor resources and worked with the Office of the Chief Information Officer OCIO to coordinate the effective application of all resources to perform technology assessments, solutions development to comprehend and integrate new technologies into the client enterprise infrastructure.

He served as the primary interface with Government management personnel and customer agency representatives to ensure customer satisfaction. Mr. Parker formulated and enforced manpower standards, assigned Contractor schedules, reviewed work discrepancies, and communicated policies, purposes, and goals of the organization to client and contractor staff. Mr. Parker maintained a One Team environment by collaborating and supporting all personnel in their day-to-day duties as needed. i.e., assisting, mentoring, training, and leading working groups .
As Project Manager for the customer PMO, Mr. Parker managed all phases of the systems lifecycle to include Conception, Design, Production, Distribution, O M, and Disposal for multiple systems and applications. He coordinated the design, implementation, upgrade and migration of core system applications on the customers classified and unclassified networks. He reviewed literature, patents and practices relevant to the solution of assigned projects. Mr. Parker analyzed and evaluated vendor capabilities to provide overall infrastructure management services. He coordinated the efforts of engineers and technical support staffin the planning, design, and implementation of infrastructure support activities.Mr. Parker managed day to day activities within an Agile / Scrum environment and developed an incremental SCRUM Sprint methodology to deliver incremental capabilities to the customer.
As Program Director for the Infrastructure Support group in Herndon, Mr. Parker was responsible for managing business operations for multipleDoD contracts, to include program objectives, budgets, schedules, risk, scope, quality control, communications, and resource management.He interacted with various DoD and commercial enterprises to develop state-of-the-art solutions. Mr. Parker was responsible for the business development, schedule and technical performance of company programs and subsystems. He acted as primary customer contact for all program activities.
As Branch Chief for the Systems Management Server SMS team in support of NGA, Mr. Parker was responsible for providing Operations and Maintenance support. The project involved packaging Custom, Commercial Off-The-Shelf COTS and Government Off-The-Shelf GOTS applications i.e. M.S. Office, Visio, Citrix, etc. to be distributed via SMS remote tools and advertisements. He led the packaging, testing and deployment of Norton Antivirus updates and IAVA patches to over 10,000 workstations in support of National Industrial Security Program NISP initiatives designed to protect and defend agency assets.
As Department Chief for the TSFS Department in Newington, Mr. Parker led the Configuration Management CM , Test Support, and Test Engineering branches. His teams were responsible for the accurate recording of problem reports generated during test activities, capturing software configuration baselines for the Integration Test Facility, executing Integration Verification and Validation IV V testing activities, utilizing OPNET modeling simulation tools for capacity planning design of SOA IT infrastructure environments.
On a CBSI contract with the Defense Intelligence Agency, Mr. Parker was responsible for the configuration, installation, and technical support of an NT-based network for over 200 users. He provided mission support managing IT requirements gathering and system engineering support.
As Team Lead, Mr. Parker was responsible for managing a team of LAN specialists in the installation, upgrade, and support of a secure DMS email system. He was responsible for designing, coordinating, and documenting the upgrade of 1500 computers to MS Outlook DMS.
Senior Network Administrator
In his role as Network Engineer, Mr. Parker provided senior level support to the Department of State. He provided network configuration, DHCP, TCP/IP, and WINS support for all Microsoft Exchange servers. In addition to designing and supporting Exchange in a Windows NT environment, he was also responsible for providing user level training.
Mr. Parker was the lead, Tier 3 network engineer for a 5000 user Department of the Army Windows NT network. In addition, Mr. Parker was the system administrator for the Support Magic SQL helpdesk tracking program.
Mr. Parker designed, configured, and installed a Windows NT server with Support Magic SQL for use in a Novell Netware environment. He was responsible for testing, modifying, and data management of the Sybase SQL database tracking system.
