As an Independent consultant to T-Mobile Government Affairs, I perform at a director level in successfully leading the management of T-Mobile's Advanced Wireless Services (AWS) UMTS uplink (1.7 GHz) spectrum and outside vendors. Major consultancy responsibilities include: Work with executives in developing and defining frequency strategies and management of AWS1 Spectrum portfolio; Assist T-Mobile in putting together strategy and materials on Smart Grid for various audience and panels such as FCBA; overall responsibility and ownership in directing T-Mobile's MESH Network system build-out for Drug Enforcement Agency (DEA) including vendor selection, project management and budget management; Developing WCDMA/UMTS uplink project deployment strategy plans for market entrance; Direct negotiations on 3G Market launch time frame, Mobiles per sector and EIRP parameters with 12 separate federal government agencies CIO's offices including the DOD, DOE, DOJ, DHS and FAA among others, in order to avoid interference on our Node Bs during site deployment within various markets; Manage the go, no go project plans of UMTS uplink sites based on agreements secured with federal government agencies during AWS spectrum negotiations; Strategy formulation centered around 3G Uplink interference mitigation; Work collaboratively with market engineering directors and leadership to determine and manage potential site deployment risks and also to deploy UMTS sites without causing interference to the government microwave systems; Other responsibilities include:
- Provide input to T-Mobile's senior engineering leaders on spectrum policy issues and prep them on various topics while they visit DC to meet with congressional delegations and government leaders
- Work directly with markets to resolve interference issues stemming from 1.7 GHz uplink for 3G build out

Under the direction of 4G engineering executive leadership, provided leadership in program management, engineering process development and improvement consultancy on Sprint-Nextel's multi-billion dollar 4G / WiMAX (XOHM) network implementation program. Overseeing the design and implementation of multi-million dollar ($10 million plus) mission-critical LMR public safety voice and data networks. Program managed integration of Wide-Area multi sites, simulcast and single sites ASTRO 25 (Project25) networks in both conventional and trunked. Interacted extensively with local and state government authority clients and provided leadership to other engineers on large scale projects during RFP and post RFP stages.
